So the text of the new card reads swap your hand with the bottom of the deck.
So here are some confusing things that happened:
One time after playing it it swapped, then again at the end of turn for some reason it swapped back... like that rogue card. Is this a known bug or logical for reasons I can't fathom.
I feel like the amount of cards I actually get are random, not based on current hand size. Does Finley just randomly choose how many cards are actually considered at the 'bottom'? Is there some weird math where only a certain percentage of your deck is drawn from? Maybe certain cards in your hand aren't real cards, according to finley.
