You get that it takes time for development to happen, right? The reorganization was announced in December and may not even be complete yet. (Dean Ayala said it would happen in 2022.) Once the dust has settled, it will take many months for the work they start now to make it to the live game.

Agree, this is the one and only issue
No additional rewards for Heroic Mode (a guaranteed 5-10 tokens for a legendary is nice and all, but you can get that in about the same time frame by running the normal mode twice)
This is a game, not an efficiency contest. If you don't enjoy the actual gameplay, don't do it.
Inconsistent task grind: Some heroes higher numbered tasks are over the top (*coughCookiecough*) while others are much easier.

Nothing for heroes who have capped out on their tasks.

Why should it? You can get infinite coins from bounties. Also, Blizzard needs players to have a reason to buy packs.
No rewards for losing PVP Arena and sharks destroy new players killing new recruitment and thereby the mode
Mercenaries is primarily PvE. PvP should never be the way to attract new players because it's not the point of the mode.
It's a mode built on grinding and the Antonidas/Baron/Rag build has no peer in terms of efficiency making the grind even more grindy since you're only ever doing one build.
Again, it's a game, not an efficiency contest. If you don't want to play a certain build, don't. Also again, Blizzard wants you to buy packs. If you want to skip the grind, open your wallet.
Some of us want to like it, but it seems like it has already been killed as a priority because it didn't succeed massively right away. (So I guess this is an attitude adjustment issue?)
Yes, overall, you seem to want everything handed to you, and you seem to value acquisition over gameplay. If you actually made an effort to enjoy playing the game instead of just trying to max out everything as fast as possible, none of the rest of this would seem problematic.
The point of Mercenaries is to enjoy the challenge of doing the best you can with what you have to defeat difficult PvE challenges. The point is NOT to max out everything so you can own all comers in PvP. It's a shame so many people still don't get it.
