Yea I didn't have much dust either when I started around the HOF too, but I did manage to craft the golden HOF'ed (though I think no legs were HOF'ed, only 3 epics I think). So wait.
Do not DE stuff yet. First, disenchanting and just having dust lying around is a bit pointless. Simply because if you can't craft an optimized deck with what you have even DE'ind stuff, then you just destroyed cards for no reason at all. This is really bad, specially if the cards will stay in Standard until 2021.
Also, you never know when they might become good and playable or even nerfed in the future. So unless you really want a specific deck (which is hard now with rotation so close), and can't find other stuff to DE to gather the necessary dust, stay put and keep the card. Just write it down somewhere that if you need dust, you have a list of certain cards ready to be disenchanted.
My dust amount shows 17k... but I know I have another ~26k in duplicates, golden, wild and useless cards in my collection. But since I don't need that amount for anything I want at the moment, it would be pointless to just destroy and lose the cards and weaken my collection for no reason at all. Do not DE stuff with reasons like "I don't play this class, or these legs are crap". Instead, write it down how much dust you can make from them, and only DE when you need that amount for something you really wish.
If you need 2000 dust for a deck you shouldn't go randomly disenchanting your collection and collect 5000 and then have 3000 sitting around doing nothing. You need 8k dust for a deck, but can only raise 4k? Then don't DE, what would be the point? Keep the cards for now, and write it down that you can get 4k dust from cards XXX later. Sure, some cards can be replaced and you can play budget versions, but you get the point. Kinda of like if you need the bank to lend you 2k, you don't go and get yourself embroiled in a 5k loan, right?
It's a bit more work to control your resources this way, but much better. Not only you keep cards for most of their lifetime (as you can always DE crap stuff when they rotate anyways) and have options around, but you never know when they might be good, nerfed or even if the devs decide to go crazy and decide that set X is gonna come back and etc.
I'll start with - no wild for now, I'll keep some Witchwood/Boomsday/Rumble cards, so maybe pauperish HL after rotation would do, it's gonna be for fun anyway. The idea was good though, it did cross my mind, just... too many legs I don't have.
Shaman is a cool chouce, but I got no Shudderwock or quest. Either critcal for the upcoming month?
I'll check Warlock, I got some cards. And if I don't have to go full HL, it might be a preferable solution.
In Warrior I did mean HL, I'll try making something bombless. I'll check the control as well, sounds like my way.

Don't craft Shudderwock, it's rotating in April. Neither the Quest as no one knows how it'll perform in the future meta. It's not being good now anyways.
Galakrond Control Warlock might be a bit expensive at the moment, but nothing rotates in April. Galakrond Zoo might be a better choice, specially since you already have Leeroy. The deck isn't fantastic on the top end of the Rank ladder, but just to pass time it'll do.
You can try Highlander Warrior, but don't craft Dr.Boom or Supercollider, they are rotating in April as well. You can play some nice games with the commons/rares that generate stuff on Casual but don't bother going Controllish route with Brawl/Shield Slam/etc right now.
But the really good option is to not craft anything. The Hall of Fame is gonna be announced soon, and you definitely should save your dust for it. Even if you already have Leeroy and he get's HOF'ed, more stuff can get as well. So let's say Edwin does. You try to raise up 3200 dust, craft him golden. You not only receive the 3200 dust back, but also can disenchant it for a profit of 1600 extra dust, for a total of 4800.
IMO, as you have no deck anyway and can't fully craft as well, your top priority should be saving/making dust (though don't disenchant stuff yet until the HOF is announced).
I started near the April rotation (when 3 full sets get rotated out) and was patient to wait for HOF, make the cards, get my profit, open my packs, wait a little for the meta and then I was on the same level as almost everyone else. So be patient, it will pay off.
Try Galakrond Control Warlock, it's much cheaper than HL Mage, and even if it's not Highlander, it uses Zephrys and Dragonqueen because it draws so much.
Galakrond Warrior doesn't use Brawl or Shield Slam at all. You're probably mistaking it with Highlander Control Warrior, which sadly, needs Dr.Boom, which rotates in 1 month.
The thing is, it's 1 month for the yearly rotation, so you're actually better off saving the dust for the Hall of Fame announcement that should happen in 1 or 2 weeks, so you can try to make a nice dust profit and have a much better dust bank for the coming expansion (where the meta will change a lot anyways).
