When you rate a card, you have to look at the meta and see what is already playable or not. Right now, the control deck that is using Quest is Control Priest. Does this deck want to run this card ? No.
No you don't. I mean, sure it's worth considering, but you also have to look at what new decks this type of card enables and what it adds to them. Quest Rogue and Warrior are very tempo-oriented quest decks, this is an amazing tempo-oriented card. Face hunter could run this, though that might not be consistent enough. It's like Faceless Corruptor except you don't need to be playing anything on board.
An aggro druid might want it with secure the deck. Paladin might run this with it's side quests. Even in Quest Paladin it could be run as just a turn 4 removal card that gives you a ton of stats. You don't need to have even finished the quest either to get value out of it. So maybe a more aggressive style quest priest is possible.
Quest Shaman if it's being run absolutely wants this. 2 4/2s with rush for 4 mana (+2 for the hero power proc)? That's a ton of removal power.
I see so many comments on the new cards that are just so... unimaginative... like you can theorize about a card, see some potential or possibilities and be wrong, No one is going to judge you if you're wrong. It's fun to think about the possibilities.
You're clearly overrating this. Running shitty cards just in hope to play a decent turn 4 isn't great. As somebody else already said, sidequest + Sky Gen'ral aren't worth the trouble since 1) Sidequests are terrible (except the hunters one) 2) It's inconsistent.

Sure if your goal is to theorize all the possibilites you are right, I just prefer to point out only the viable one. And of course I'm talking about standard, which is the "official" mode.
What's the point of this card? Who wants to run this? Why is this taking a legendary spot?

This card is good for aggro quest decks as 6/5 worth of stats where 2/3 of the stats protect the 4/2. This is great for Tempo decks as it takes back initiative by using the 4/2 to kill whatever minions on board leaving a 2/3. And with control, you get to remove a minion with the 4/2 and have some health savings with the 2/3 taunt.

Tempo one are Quest Druid and Quest Shaman. Quest Druid definitely don't want this, since it have far better options, and Quest Shaman is just doesn't good enough to be played seriously, even with this card in the list.
Now Aggro Quest is obviously Quest Hunter, and yes this is the perfect card for this archetype, 2 bodies in 1, rush, beast, 4 mana, and leave a taunt behind.
This card will be only played in Quest Hunter and it will be one of the MVP, but don't talk about other quest deck. The same decks that are playing Questing Explorer will be playing this.
Look strong, but quest deck are just not that good in the meta, and the one viable (Quest Druid and Priest) doesn't want to run this.
And not broken enough to force people to play quest also. So this will be a no for me.
Edit : Forgot Quest Hunter was a thing, yeah this card is the best suited for this archetype, definitely gonna see play in this deck and improve it greatly.
