Seriously Blizzard, why? Didn't you learn from the absolute dumpster fire that was the rogue quest that giving permanent buffs that make small creatures into significant threats is inherently hard to balance?
I think rogue quest was hard to balance because it was so easy to print really good quest rogue cards on accident. Any cheap minion with more than 1 keyword was automatically a good quest rogue card, for example. Wax Elemental was probably meant as pack filler but it ended up being quest rogue support for that very reason. It's way easier to balance lackies (which we won't get many more of) around this, than to balance every single card they print for two years around the rogue quest.
This is on the same level as Luna's Pocket Galaxy or Skull of the Man'ari. You'll win almost every game you manage to play this, usually within the next couple turns.
