Sorry for asking, but are you dense? Hearthstone is a competitive game. He bought those cards to gain advantage. If you give away those cards for free he will lose this advantage, which was the very reason why he bought it.
Make the (wild) packs cheaper and available for gold, increase gold gain for the first few wins. All fine by me. But this suggestion is horrible.

That's one of the only things that would be lost, an advantage by having a disparate collection. I'd argue that those advantages are very slight though. The amount of viable classic cards is very small. Most people have the viable ones. But yes, the advantage of having cards others do not, and them having to make poor substitutions, would be lost.
But, I'd argue that would make for a healthier game. If everyone has access to all cards, or even all cards in a set, then the only disparity is skill. I'd rather play in that environment. The whole gacha element of Hearthstone makes it a worse game, but maybe that's me being nostalgic for a time when one price bought the entire game.

It all depends on the time frame. Of course they could not just announce today that as of tomorrow stuff is free. A big change like this would have to be announced way in advance, maybe in combination with some sort of refund for players who bought stuff within a couple of month prior to the announcement.

If anything, this topic kinda proves that many people who play video games do not understand the existence of non-zero sum games. The amount of people who see others gaining something, at no cost to them, as a loss is depressing. All that you can do with them is turn them back into the company that sold them to you at a severely reduced value. No, but I would have PAID for something that is now FREE. I'm mainly a Wild player, so yes, I'm paying to have the best cards/decks.
