This card is way worse than I thought it would be simply because you have no way to consistently control the "rightmost card," so trying to plan ahead and get decent value from it is a pointless endeavor.

Man if only she was an Elemental too. Would actually be a reasonable alternative and little more aggressively statted than Tar Creeper in an Elemental deck.

How could anyone call this bad or mediocre? If you draw 1 card with her its a better Gnomish Inventor for 1 less mana (she will still have the continous effect so the opponent should remove her. If you draw 2 cards with her, its like Arcane Intellect that summons you a 2/4 with a continous ability. So its very easy to make it a MUCH better card than another card that you have actually put in your aggro deck.
You don't really understand how this game works. Gnomish Inventor is a 4 mana 2/4 that guarantees you a draw. This card is a 3 mana 2/4 that doesn't guarantee you a draw and is a weak turn 3 play. It is also quite situational, forcing you to play not the way you might want, to get value out of it.
So Brann was bad because you had to wait for a good battlecry before you could play it or because it was a weak turn 3 play? You obviously play it when you can guarantee the draw then hope for a cheap topdeck, which is quite likely in a low-curve deck like aggro mage.
Brann was only good because of the value of other cheap battlecries, mainly Kazakus and things that accelerated the Jade Golem count. It was very rarely played on turn 3. His value was otherwise guaranteed and consistent.
I suppose the value of this card would be more late game when you need to cycle to find a specific card.
