Well I already said you're right, I'm not sure why you feel the need to further your point with me, but sure, again I agree with what you are saying about inconsistencies and why this case with Ragnaros hero is not an inconsistency because it is not a hero card and there are no valid comparisons currently existing in the game.

No, I just explained it to you. It is consistent across every case other than Jaraxxus and that is only because Jaraxxus is a special case, an actual minion card that turns into your Hero. There are no inconsistencies in the other cases, in the other similar cases, meaning it is not inconsistent.
The fact that Jaraxxus, which is the only different card, is the only one that works differently, means there are no inconsistencies. You cannot expect something that happens with unique cards to happen with other cards. You can only expect everything that works with all of the same effects towards Heroes to work with all of them, not only those that work with Jaraxxus to work with all of them. Jaraxxus is a unique card, it has unique interactions...

If Ragnaros minion's fire ball counts as Lifesteal (I'm pretty sure it does), then the Hero Power should do Lifesteal too, as well as when you attack.
That is, ofc, if Jaina's Battlecry does apply to ALL Elementals, and not just Elemental minions.
Sacrificial Pact on Jaraxxus works, so imo Rag Hero should have Lifesteal if Jaina went off.
But this is Blizzard and they are inconsistent as hell, like they can't even get card text straight half the time so expecting them to have prepared for this scenario is a stretch.
The problem is Jaraxxus is a minion, a Demon minion. There is no Ragnaros Hero Card we can look at and see if it is an Elemental or not. We know the character Ragnaros is an Elemental and that his minion card is an Elemental, but regarding his Hero, there is nothing for us to check. Majordomo doesn't give us a Ragnaros Hero card for us to play or a minion with similar effect to Jaraxxus, it replaces right away.
This is the same thing as with Mrglglglg, the Shaman Hero. Since he is a murloc, cards that affect Murlocs should work on him but they don't and that is likely because as a Hero, they don't have any Tribe tag associated with them, it's like the tribe is Hero rather than Elemental or Murloc.
Jaraxxus is the only special case because he is a minion card which replaces the Hero on Battlecry, but unlike the others, can be played on the board as a minion. He is listed as a Demon. Jaraxxus being this special singular case, means interactions for him were decided on a case by case basis.
