Speaking of Wild, I've been playing some OTK paladin with Auctionmaster Beardo and I'm convinced that the deck is pretty strong. I think it would be a good idea to move it up at least a tier (although personally I would put it in Tier 2).
I went over the list and I'd like to make a few suggestions:
Corrupt the Waters is not performing very well ATM, and I'd move it down to Tier 3. Even in Shamanstone, Quest Shaman was noticeably inferior to its questless counterpart in Galakrond Shaman, and in the post-nerf meta the deck has all but disappeared.
Speaking of SoU era decks, Quest Druid has also taken a severe hit in playability. As a result, there are a lot of legendaries that are in Tier 2 which really belong lower (probably around Tier 3). That list would include Untapped Potential, Wardruid Loti, King Phaoris, Cenarius, Flobbidinous Floop, and Chef Nomi.
Archmage Vargoth can go back up to Tier 1. He sees play both in Quest Priest and Galakrond Shaman, two top-tier decks, and his winrate is very good.
Making Mummies is another Quest which is way too high; it belongs around Tier 4. The death of Control Warrior really did this card no favors.
Rogue is the most popular class in the game right now, and there are several rogue legendaries who should move up due to their successes in Highlander Rogue or Deathrattle Rogue. Anka, the Buried, Heistbaron Togwaggle, and Edwin VanCleef should move up to Tier 1. Tess Greymane should move up to Tier 2.
Zentimo and Electra Stormsurge should also move up to Tier 2. Galakrond Shaman is still an excellent deck even after the nerfs, and both of these cards have great synergy with it and sport fantastic winrates.
It feels weird for Reno the Relicologist to be two tiers higher than Luna's Pocket Galaxy, and I would move the Galaxy to Tier 2. Highlander Mage is a respectable archetype and pretty much all of them use it, so...
Similarly, it feels weird for there to be no SoU legendaries in Tier 5, and I think Hack the System and Raid the Sky Temple both qualify. They're both meme cards who do see a little bit of experimental play, but their winrates are just atrocious and have never been good, even with the support that DoD gave both of them.
The Storm Bringer doesn't belong anywhere near Tier 2, I would put it in Tier 4. I can't remember the last time I've seen Aggro Shaman use this card, and its playrate is very low.
Lastly, I would move Hakkar, the Soulflayer up to Tier 3. I remember that Doom-in-the-Tomb era Resurrect Priest used to use the Hakkar/Elysiana combination with great success, and with Quest Priest coming back, it seems like Hakkar can be used this way again.
With the Wild Data Reaper Report out I have a few more suggestions:
Glinda Crowskin is absolutely bonkers in Wild; pretty easily in Tier 1. SN1P-SN4P Warlock is an insane deck with virtually no weak matchups, and Glinda is a staple in said deck. The playrate's a little low, sure, but the winrate is incredible.
Aviana can safely move up to Tier 3. Togwaggle Druid appears to be a pretty solid deck, with or without Star Aligner. Besides, it just makes sense to put it in the same tier as Kun the Forgotten King.

I suggest that Y'Shaarj, Rage Unbound and N'Zoth, the Corruptor switch places. The collapse of Big Priest and low playrate of Darkest Hour Warlock means Y'Shaarj isn't really Tier 1 material in the current meta, whereas Reno Mage and Reno Hunter are making good use of N'Zoth, whose playrate is through the roof.
It might be a little early to do this but it looks like Prince Liam has finally found a home in Highlander Paladin and could be moved up to Tier 3. The amount of 1-cost cards that Highlander Paladin uses means that he will frequently be able to give you a good amount of legendary minions, which makes him invaluable against slower decks. I will admit his playrate is still pretty low, but his winrate is more than good enough for Tier 3.
I know that Archmage Vargoth is a versatile card which functions well in a variety of decks and will almost certainly be worthy of Tier 1 at some point in the future, but for now I think he should spend some time down in Tier 2. In the current meta he really only sees play in Resurrect Priest and Big Paladin, neither of which are particularly good and I would not recommend new players craft him right now.
(Also I completely underestimated how good Bwonsamdi, the Dead is in Combo Priest; he should move up to Tier 2 IMO, if not Tier 1. In fact, let's have him switch places with Hex Lord Malacrass, who suffered a serious blow due to the LPG nerf and really belongs in Tier 3.)

He's been a solid addition to Quest Wall Priest with Spirit of the Dead, he no longer has a "very low play and winrate", and he can also be used in Combo Priest to draw key cards like Northshire Cleric and Lightwarden.
One thing I noticed is that Tier 4 seems extremely large, and I think it's really being used as a dumping ground for legendaries which should be either higher or lower. I suggest the following edits:
Supreme Archaeology really should be in Tier 5. It's comparable to Fel Lord Betrug: both of them have a similar playrate, they see play in the same types of decks, but Fel Lord Betrug has a slightly higher winrate despite being Tier 5. They should be placed together.
Lucentbark can be moved up to Tier 3. It's a common choice in Quest Druid and performs respectably there. Yes, it has a low winrate, but that's because said winrate is diluted by those terrible Heal Druid decks from last expansion.
Nozari should also be in Tier 5. Low winrate? Check. Low playrate? Check. Archetype it was designed for performing horribly? Check. Inability to fit into currently existing Paladin archetypes? Check. This card really has no redeeming qualities and I can't see much of a justification for placing it above ANY RoS legendary (hell, even Tak Nozwhisker saw fringe play in Pogo Rogue).
Hex Lord Malacrass got a massive facelift this expansion: enough for him to be placed in Tier 2. He's got a spectacular winrate, he frequently sees play in Highlander Mage (and Reno the Relicologist is Tier 1, mind you), and he helps alleviate one of the biggest weaknesses of Highlander decks: the lack of duplicates. He can even give you extra Renos and Zephryses!
Halazzi, the Lynx has always been criminally underrated and underplayed, and with SoU I think it's time to move him to Tier 3. He's usable in pretty much any Hunter archetype, and he's got a decent winrate to boot. If you decide to put Unseal the Vault in Tier 3 (which you should do), Halazzi should join it there, since Halazzi is a staple in Quest Hunter as well as being a usable option in other Hunter decks.
Princess Talanji should honestly be Tier 5. She's got a bad playrate and a REALLY bad winrate, and she hasn't really seen any play ever since she was released. The explanation blurb says she "really struggles to find a home after the standard rotation", but did she really have much of a home before?
The Boomship isn't THAT bad; I'd put it in Tier 3 along with its buddy Mecha'thun. Both these cards can really be grouped together, since they only really see play in Mecha'thun Warrior, but are both good choices for that deck.
As for the Witchwood legendaries, Tess Greymane and Face Collector seem to be doing well enough in Quest Rogue that they should be moved up to Tier 3. Quest Rogue in particular is, IMO, a better archetype than the data suggests, since a lot of the weaker builds are running terrible cards like Pilfer and Spirit of the Shark, which really bring down the average winrate.
Lastly, King Krush is also good enough for Tier 3. It's a solid finisher in Highlander Hunter and Secret Hunter, and it also has a positive winrate. I have personally used King Krush myself in various Hunter decks and have always been impressed by its performance.
Also worth mentioning: a lot of Rastakhan legendaries are erroneously being listed as Rise of Shadows legendaries, which reinforces my idea that Tier 4 is not really being paid much attention to right now. I'd also say that dropping Captain Hooktusk all the way down to Tier 4 strikes me as a liiiiiiiiiiiiittle excessive, but I guess she's got a low playrate, so whatever.
