Just like with Rise of Nations (and several other old RTS) lobbies, you had almost full control over what could and could not appear in the match or pick a preset, but this would be with cards, rarities, number of copies, mama costs, sets, etc.
The only "problem" would be that you would have to talk first with the other people (or what will really happen, a couple of prefered presets would be implemented by the community, like when HeroArena and DefeatOfTheAncients became mainstream custom maps in WC3) to prevent waiting half an hour for 2 of the 8 people in the gauntlet to finish their decks for the custom matches.

And easy solution to this kind of feeling is: Start deck brewing, it's REALLY fun, I do it constantly despite having 8 standard and 6 wild meta decks at my disposal.
You want to hit legend? either pick a meta deck and refine it to your needs or get ready for a LOT of play test with your brew.
First people demand the game to be competitive, then people demand the card base to be swapped constantly. You need to come to an agreement people, you pick either, stability for competitiveness sake, or randomness for "for the lulz" sake, but not both.
If you feel the game is stale, change to another format, you been playing standard? go wild, you being playing wild? go to arena, you being playing arena? go to standard. You being playing all this and still tired? take a freakin' rest from the game, there are OTHER games, and many card games out there to put yourself into the stress of not liking a meta state.
Finally, this is a card game, card games are like this, if you don't seem to like it, maybe card games are not for you, honestly, after 8 years playing magic and around 15 years playing card games in general you understand how this kind of board games works, and what we have right now is exactly how a card game is (with a lot less cards though, but that's not the point, HS is a lot smaller in every aspect than other card games).
