On mobile so hard to respond. I should of mentioned that this would not have ladder and not replace standard or wild. I don't see a problem that the game can have both competitive and non competitive formats. Of course I homebrew my own decks, ask any of my friends about my wacky decks. What rotating formats will do is make homebrewing decks more fun. Since everyweek cards you been using rotate out and the deck is not viable anymore it causes interested players to homebrew more. By the time a net deck reaches the masses for that set rotation, the set has rotated out which would cause us to see unique decks every week. Adding this format doesn't take away from the current experience. People can ignore it if they wish.
Also im pretty sure in magic, players could agree on what random sets to play for the night. The problem with hearthstone is the experience is dictated by blizzard.

Well, while I understand it, I note that a new formattjat rotates will take a good bit of time and energy to put in.
Which is why I'd rather them focus it on a casual mode where players could simply customize the games. Thus instead of blizzard having to keep making new modes of different types to cater to people, have players be able to group up and create customized experiences. Personally, I'd opt for a room setup (flavored as an inn Common Room with tables) as the idea is for people to want to make small personal groups together. you take a Table, then dictate the rules of the table, then others can join you by invite or by just browing the table listings. Private tables, by invite only, would also be allowed.
If we're going to invest in major capital to make a new format, I'd say go for somethin major that'll help a LOT of people and be a major benefit, rather than effectively a band aid.
To be honest, considering how bored people get over Brawl, which changes every week in far more dramatic ways and only lasts 4 days in between, AND lets you grind for quests/gold in it without hurting your rank, I'm not sure weekly shuffles of the main competitive format would really cut it. Note that, as shown by constructed brawls, some form of meta shows up within a day meaning soon after opening you'll still see 3-4 decks cycled over and over.
Case in point: We JUST had a new addition of cards a week ago.
It's similar to the powerlevelers who get bored and demand for a level cap increase. When one shows up they then bumrush to level up then return back to say it's not enough a few days later. It's just not really viable.
Simply put, you cannot get your fill of variety in ANY situation where a large group of players are playing against each other. Variety in a card game, I've found, either comes from approaching the same challenge in different ways (facing the same meta with new decks) or from gathering a group of like minded people to experiment. But Variety of experiences is mostly handled by constantly changing your situation. That is, going from game to game to see all of the 'new' in it. The folks who stick to one game typically do so because they like that similar base experience.
