I was saving dust for when the meta slows down and settles, but im getting pretty bored while at it, and i thought of craftign DK Valeera and Kingsbane for a mill deck, but im not sure it will be viable in the future. What do you think?
IMO, mill rogue is good in the right hands. It's probably one of the hardest, if not THE hardest decks to play right and it does rely more heavily on topdecking the right cards than other more simple decks (ie aggro paladin).
Having said that, if played right it can be very very good. It's low winrate I'd say is most likely due to the difficulty of playing it.

This. The correct dead mans warrior was, and still is the best deck in the entire game, the hard part was learning the ins and outs and upside downs of both yours and sometimes more importantly, your opponents deck. The new mill kingsbane rogue is VERY difficult to play correctly, but has had the highest winrate that I have seen from players that know how to play 3 turns ahead in their minds. It's much different from aggro where you play minion go face, and very different from control where you just clear board win game. It takes time and practice, but like someone else mentioned, almost none of this deck is rotating out, so it will only get better over the next year unless coldlight is randomly thrown into the HoF.
I disagree that it's more about the correct topdecking, as sometimes it's more about knowing your deck and what's left in it. Sometimes you need to play the combo draw two minions over the oracle in order to get your weapon back, but you need to know the probablility of getting that with how many minions are in your deck, etc. In short, use a decktracker for sure if you don't now.

true its hard to play but this deck is so much fun - i haven't had so much fun with a deck since beta LUL.
in the right hand the win rate can be really good, im at 68% atm.
the hard counter for this deck is tempo mage which you need to be really lucky with draws to win this matchup.
the good thing about this deck - its crushing priest and warlocks.
Kingsbane can fit nearly any Rogue archetype, as long as you adapt it with some synergies.
Aggro or Tempo Pirates, Oil (in Wild) and Weapon Buff in general, up to Miracle and Mill.
TBH, i find Kingsbane Mill Rogue much more versatile than classic Mill. You can even have giant Kingsbane as secondary wincondition, as well as an amount of sustain/heal that can hardly be countered, if at all. Even more so in Wild with Oil and Healbot as secondary sustain. (It costs just 120 extra dust to adapt to Wild).
Valeera necessarily fits only slower decks, so, yes, Miracle, but only the slowest ones. And Jades. And staple in Mill.
I'm a newer player but this deck intrigues me so much and I desperately want to play it. I've heard that it's not really viable until around rank 5, is this a hard truth?

"not viable until 5" just means that it is a super slow deck. It can also have trouble with aggro decks. If you are looking to climb it is probably not the most efficient deck since most games will go well into fatigue. but if you are just looking for some fun, have at it.
The thing about Kingsbane for mill is that it wins fatigue (hero power to destroy it, either normal or DK), which is very common in the archetype. Consider it rogue's Dead Man's Hand with added win condition/board control/healing (depending on tech synergy choices) value into it.
Of course, every deck can go into fatigue ocasionally, but mill is more concerned about it.

Kingsbane and Valeeera are viable even out of Mill.
If you like Rogue, you won't be disappointed, even if they fail you with Mill.
Just don't expect anything OP. Just good cards.
Kingsbane isn't that necessary for Mill Rogue in my experience but Valeera is a must if you plan to play Mill in standart.

I love playing rogue, maybe not the strongest legendaries in the set, but definitely the most fun IMO.

go play mill in wild it is cheaper and more cancerous..
