So I never understood why, once a card leaves the standard rotation, you can't vote on what you think of it? Maybe I wanted to give Dr. Boom a "Meta-defining" or Tunnel Trogg a "Dust it" (Since you're a degenerate for using it). What gives? What's the point? It's pretty sad honestly :(
So I'll also ask what you guys think? Feel free to leave me any suggestions/reasons why I'm a complete failure.
Cuz voting should remind us how community thought spoiled card would change the meta - is it good or bad.
When it already in play - you actually already know if it's good or bad when you played against it. But you can look how community thought (and how much it mistaken). Some "meta-defining" cards get a lot of giggles now for being totally absent in meta.
There should be a voting where all legendaries, epics, rares and commons leaving standard are listed separately, and you could choose all the cards you think was/is meta defining, and pick those which are dustable. And it could get averaged between "meta def - not chosen - dust it", and showed its current score based on the voting.
When I clicked, I suspected that the OP was suggesting that newly revealed cards should have two different categories for community reaction - a vote for Standard and a vote for Wild. That seems perfectly fine.
I'm not sure how much interest there would be in the OP's actual suggestion. If I understand correctly, he wants the community to vote on the impact which old cards will have in Wild when they rotate from Standard. But all of those cards will have already been played in Wild for two years, give or take, so I'm not sure what voting on them might accomplish. As it stands, during the hype of spoiler season, only about a thousand people bother voting for newly revealed cards - maybe twice as many for "exciting" cards, like Psychic Scream. Given that there would be no hype surrounding community voting on two year old cards, and relatively few community members actually play Wild, I'm afraid there wouldn't be nearly enough community interest in the OP's suggestion to make it worth the effort of the folks who actually maintain the site.
Something we want to do in the future is to allow for all cards on the site to be rated and potentially have those ratings have some form of historical snapshot to them so we can track how people feel about cards over time. Of course, such a beast would require a lot of community interaction over time so that it could actually be an effective score to show, but it could be fun!
Having Standard, Wild, and even Arena votes is also something that needs to be figured out and I'm confident that we will one day do just that.
Thanks to everyone who is passionate about voting on cards ;)

To be fair, I enjoy voting on cards even if we already know if they're good. And I like looking at what the community thinks of cards even once they're released. And if voting is only relevant when the cards are still being released, then why even keep it at all once the set is released? Because it's fun to see a card everyone voted as being trash actually end up being good, and vice-versa.
Let me put it this way, have you ever voted on a card even after it was released and everyone was pretty settled on where it stands? If so, then I like to think that my idea would help you express your opinion of cards. Because as I see it, voting isn't just trying to predict where a card will stand in the meta, it's evaluating what you think of a card after it's already out. See what I'm trying to say?
Even if it would require community interest, I don't think your reasoning is pretty good. As someone else said, not everyone votes on standard cards already, so why do we keep the standard votes then? And as someone who pretty much only plays Wild, it could also help me see what cards might be good for a crafting list? So yeah?
DIPSHIT EDIT: I just realised I forgot to mention your idea of voting based on standard and wild impact? That's a pretty cool idea. Not much else to say.
1. Voting that shuts down on release day and the results and locked and saved for future reference.
2. Voting that continues.
The first will show us what people thought of the cards before they had an opportunity to test the cards.
The second will show us an overall leaderboard of all cards in Hearthstone cards, Standard cards, Wild only cards, Warlock cards, spells, epics etc depending on the search engine.

How many years do you think we will have to wait for something like that? :P

We always have snapshotted the voting data to use in our community compendiums and subsequent data dump on the forums, though that does end up being an average score and not the raw data some may want to still see, but we do have it!
It certainly doesn't help point 2 though, that'd require a reset of the polls which just isn't something we can do right now (with a good experience that is). As I said before, it is an eventual goal that we have.

I understand and respect this. I know the tools need to be available before something like that is being set in motion.
If/when it happens I wouldn’t mind helping out one of my favorite websites.

The main reason for the votings is for people to guess how it will do before it is released.
Abouy dusting etc. we have the updated Legendary Tier Crafting Guide.

I think voting should be divided into two groups
