If you will overclock then Ryzen is the choice, no contest, but not everyone, especially beginners, can deal with the hassles and the overclock can kill the budget oriented build because need a more expensive motherboard, ram* and cooler solutions.
For beginners want to build a stock gaming machine with dedicated graphics card the Intel is the best route.
*Anything above 2400Mhz is out of JEDEC and is overclock.
