Ryzen APU Vega is your best bet if you don't want to spend much money.
Ryzen 3 2200G if the budget is really tight or Ryzen 5 2400G and if you only play games like HS you don't need a dedicated GPU.
If you don't will overclock then you can pic a very basic A320 motherboard and x2 DDR4 2400Mhz ram + SSD.
Just buy a decent power supply like EVGA and Corsair and is done.

If you can get a DDR3 motherboard for cheap go for it, DDR4 only make a diference in the very high end setup like 3200Mhz and even there is around 5% or 10% depending of the application.
Check out some gaming PC setups on Youtube from people, who are much more knowledgeable when it comes to custom PCs. Pretty sure that's a safer bet than asking here, where you might come across clueless, yet opinionated people.
And on Youtube the builders usually link all the parts you need in the description, so you can immediately start buying.

Rx 580 is super close to the performance of gtx 1060 6gb, in some games, it's even more powerful. 225 SSD is literally a joke, since you are going to need to get a new hard drive soon with that small of an amount, it can house maybe windows and one or two AAA titles but no more. I highly recommend you to get the ddr3 memory, the ryzen, but the Rx 580 heats quite quickly so think about that. Might even go as high as 78 degrees Celsius. Oh and considering intel cpus? Those are a joke compared to ryzen in the same price category. Of course you can go with a i7 4790k but that costs a lot more. Intel cpus just are a lot weaker these days, and now that the zen 2 CPUs are coming you should wait for the price drop of cpus

Ryzen, especially the second gen, are way better than the intel processors at the same price, fuck, they even beat i7-4790k in multi core performance, and come semi close in single core, and that is the most well known intel gaming CPU there is. Ryzen is far better for budget users, intel is pure trash at that price point. + Ryzen is giving division 2 for free to everyone who buys a second gen ryzen

Ryzen 5 2600, the cpu he was talking about, is far better when overclocked. Intel cpus of the same price level don't overclock too well
