It's the same as Fiendish Circle, which is from Witchwood and summons demons instead of murlocs
And there you have it, folks!
Same card, but with demons instead of murlocs, from the witchwood. Text is exactly 1 word off. Same mana, same stats (4 mana, 4/4 of stats). Razor wire is very mob-like, which is fitting for a Gadgetzan card. It's name pretty much does mean kill.
Your crucial assumption was that it was a minion, when it was in fact a spell.
That said, over to you, Elvaeyn

So, when a warrior uses Dead Man's Hand, what does that actually mean in terms of flavor? Is he the dead man? Does he cut off his own hand? Is that why he has Tentacles for Arms? Does he think that tentacles are actually as good as arms?
These reasons and more are why I think warriors are more mysterious than people give them credit for.
An elemental, it sounds like. Doesn't see play. Seems pretty heavy hitting. Cost is even. Well, the only place where elementals and Baku both see play is in mage, which should remove the chance of shaman elementals, like Kalimos.
That in mind, I'll have to go with Cauldron Elemental. Puts a good twist on 'slow burning,' too.

A slow burning smacker (A weapon with many charges) Seldom seen, how tragic (It never saw any competitive play) That elements could not match (It's a shaman card) The Mooneater's magic (The hero power it gives you is the same as the upgraded mage hero power)
My riddle will be a bit unconventional, be warned.
Fiddle-dee dum und fiddle-dee dee, small cat standin' behind me. Quick, flee - head to the alley. No Maly und Sally to accompany you, pally, to my bitty city.
It be a pity, to be all alone in the L zone with hidden eyes on all corners - for foreigners on the scout.
Watch out! Boon baboon crooks croon in inn rooms - countin' counterfeit coins.
If you wanna be safe. Join me at my place. In my hour of grace we'll continue our chink und you'll try mein drink.
Okay, so we've got strong Gadgetzan imagery, Sally as in Sergeant Sally, presumably, counterfeit coins, crooks, and a city.
So, suppose we're working with a Gadgetzan card. We've got references to the goons in the first Stanza (Sergeant Sally again, and 'Pally') It seems we're dealing with one of the families, or someone who's like, a safe place between them.
The second stanza sounds a lot like the Jade Lotus.
So, it sounds like we're talking about the Kabal?
In which case, Kazakus would be trying to get you to try his drink?
No idea what's up with the gratuitous german, though. Can't think of any particularly german cards.

I like your way of thinking and, honestly, I thought my riddle would lead users to this conclusion, but Kazakus is not the card I'm looking for. I didn't include a stanza for the Kabal, because I couldn't think of anything good at that moment and I was in a hurry, because it was getting late and my parents wanted to go to sleep.
As for the German - this isn't a reference to any German cards in particular. It's just my inability to make a half-gibberish text.
I'll try to make another hint. This will make things clearer.

Alright, here y'all go:
A slow burning smacker
Seldom seen, how tragic
That elements could not match
The Mooneater's magic
An elemental, it sounds like. Doesn't see play. Seems pretty heavy hitting. Cost is even.

Clever reasoning, but not what I'm looking for. You were sort of close on one point.
Gruul
Even cost, slowly growing, you usually don't see him
Fireguard Destroyer? It can smack things, if it gets too big,
Baron Geddon? He burns each turn, but was ultimately outclassed by Aggro Odd Mage (Mooneater's magic).
all very clever answers, maybe my riddle was too vague. Time for another clue
When my power be spent
Or have drawn oozing ire
My lightning shall smite
My master's desire
Hopefully that makes things a bit easier, but still not too obvious
Charged Hammer?
That's the one!
A slow burning smacker (A weapon with many charges)
Seldom seen, how tragic (It never saw any competitive play)
That elements could not match (It's a shaman card)
The Mooneater's magic (The hero power it gives you is the same as the upgraded mage hero power)
On to you
Ok, thanks.

@ both - Your answers are, unfortunately, incorrect.

I gotta say Shaku, the Collector, he's hidden and Malygos and Sally can't kill him alone.
This space is intentionally blank.
Nope, but I also like how you think.
I'll try to make another hint. This will make things clearer.
