I wanna say Mayor Noggenfogger mainly because I opened him in a pack recently but also because I believe when his target reticule moves it stops after the 3rd movement and since it's always "random" you're hoping it hits the right target

Is it Gearmaster Mechazod? I misread the last part as it is a panderian monk not he hates the pandarian monk so this would make sense because he is not in a pack, is gnome shaped and kills Lorewalker Cho the turn after he gets played.
