Ok, I am not really sure, but I'll venture a guess based on the following:
According to the Metaltooth Leaper, mechs hate rust caused by rain (or other forms of oxidation). According to Ship's Cannon--loosely interpreted, every time it fires you will either be crushed or soaked. This leads me to believe that the continuous effort mentioned in the clue is the constant summoning of pirates needed to trigger the cannon. A cannon which will cause damage in the game and possibly rust from cannonball splashes in the lore.
I feel like it has to be one of the Ogre cards because of the "But my solution is not conclusive. Continuous effort will be required" part referring to their 50/50 chance to hit the right target. But no ogre seems to have any lore or flavor text that refers to saving the world or ridding it of Mechs. I don't know, I'll just throw out Mogor the Ogre?

it'a an anagram of the first word in each sentence (Marketing Urge Hemp Gel)
Correct, as the anagram words aren't initialy apparent I did try to come up with lines that attempt to work with the card
Marketing determines new image? - based on his flavor text he changed from
Urge to destroy suppressed? - destructive explosions
Hemp is the new ingredient? - to kniting sweaters
Gel still creates new lackeys? - spawns leper gnomes when an enemy dies
