Really hard to say without actually seeing how you're playing, slow or very fast, cautions or not. Get someone good to see your play. Pretty sure he will spot something.
I'm rank 19, I've gotten up to 18 but I think it was luck. I heard playing with basic decks until you're 15ish will let you know you're ready to do well in arena.

I got to admit I also have a whole lot of diffculties in Arena. My best record so far is 4 (out of probably 10 runs), wich is terribly bad. If your problem isn't the drafting, it could be misplays. But I guess practice makes perfect someday.
You could try watching Youtube-video's of arena runs. Trumps 'Trump Cards' series is pretty good. Make sure you really think about what to do while watching the video and why.
Don't feel bad Ive been a mostly arena player since beta on NA arena has gotten much harder. I used to average 8-10 wins, after GVG launched I average 6-7 wins. It's partially that people have just gotten better, and a lot has to do with websites like arenavalue and hearth arena which basically build decks for people. I come across some people with crazy decks who just play awful but still manage to win because they have really good decks. For the record I stsrted like you and did turn around. When I started websiteslike arena value and hearth arena werent around either... maybe try and give hearth arena a try its a good website for beginners and will teach them what good cards are in arena and why, it will also give you a detailed breakdown on synergies. More importantly than that just keep playing youll get better best of luck to you.
The number 1 thing I can recommend to you is to practice. The old adage is true, "Practice makes perfect."
The second thing is to find your niche. I mean, find the class or playstyle that speaks to YOU. It's fine to look at streams to learn how to respond to certain situations, but ultimately it's about YOUR deck and how YOU play that deck.
Don't worry about the meta as far as trying to play USING the meta, but of course part of being a good player is at least knowing the current meta. What I mean is, focus on your own style and know what you might expect when you come up against your opponent. If you see a hunter, chances are they're going to face. Operating under that assumption for your first two turns, you should mulligan to play against their strategy using your own deck. That's common sense of course, but what I mean to say is build your deck according to what you want and play according to what the enemy plays.
Once you do find your own playstyle and you've got the basics of how your deck will perform against various opponents, start fine tuning. Is there a card in your deck that isn't performing up to your standard? What could be done to make that card work better? I can almost guarantee there's a card that fits your needs. Just start thinking about what you're trying to get out of your deck, and make tweaks here and there until you get the results you want / need.
One other thing - Just understand that you will NEVER stop tweaking your deck. The meta constantly changes according to time of day, region of players that are on, what rank you are playing at, and from season to season. There are archtypes that will always be popular but the people playing those archtypes may have made their own little changes and that gives them the edge. Just make sure you plan accordingly and accept that you can NEVER achieve 100% winrate, EVER. But you can have fun and tweak a deck to 70% success :)
Download game caster and record a couple of your game's so the forum can see what is going on you could also have someone spectate you while you play and point out possible mistakes you may be making.
There is one thing no exe thing will teach you : you have not to take the best valu card on each choice.
Do that for 2/3 cards and use the last 1/3 to fill your mana curve.
Tempo is reallly a thing in arena, if you have the best cards (lets say you got 8 shreders) but nothing to play on T1/2/3, you are just going to loose...
Non-sense! I usually hover around rank 15 in constructed, but have managed a 12-2 run in arena and hold an average of 4.5 wins (http://www.heartharena.com/profile/brummar). Fair enough, that 12-2 run had its share of luck, but I've also gone through some abysmal runs of 0-3, so put together my 4.5 is fairly accurate. My point is that arena play is so different from constructed play that being good in one doesn't necessarily translate to the other.
The difference to me was finding sites such as heartharena.com and arenavalue.com. They both have they different merits - the former is good for getting an overview of your deck, whilst the latter explains the value of each card and why you should choose them (which helped me loads in the beginning).
I would also recommend subscribing to Trump and Kripparrian on YouTube. They're a bit distracted at the moment with the new expansion and other stuff, but have a back catalogue of arena runs that I've found really helpful to watch.
I can't offer much since I haven't had much success but I realize that in arena, you have to assume a couple things: (1) You won't be able to build your perfect deck; (2) Your opponent won't either.
I have gotten burnt the worst when I've tried to build an arena deck like a constructed deck, like a "Mech Mage" or something similar. You won't know what you're going to get so it's hard to count building a deck that completely "goes together." Conversely, I have had the most luck building a deck of low-cost minions that can get on the board early and dominate. If they have some synergies with each other, even better.
Also look at it from the perspective of your opponent. Unless he's really lucky, he's not going to be playing a ton of legendaries. He's had the same random card draw you did. He may have tried to build a nice deck but it didn't really work out... and now is stuck with a bunch of crappy cards that are useless without synergy... I would try just being aggressive in your next arena run and see how it turns out.
I cannot say I am amazing but my arena runs tend to get me around 6 wins on average and I am usually rank 3-5 in constructed but have hit legend a few times. If you would like any help or me to observe u playing and give some opinions I am def down.

Which classes do you play with? I would recomend choosing Mage or Paladin whenever you can, that can help.
I used to be pretty bad/average at arena, but then as my experience with the game grew - so did my success. Here's what I found useful during my journey that helped me improve:
1) Watch good people make good decks / plays / decision making. Whenever I had free time while having a meal I would generally tune into youtube or twitch to watch people play and learn from them.
2) Once you feel like you're making good decisions in regards to making a deck and overall strategy of how to play it - try to get better at predicting common potential things opponent may do (e.g. trade in your creatures when playing against Paladin to keep a few out of Consecration range rather than get perfect value trades and get your board wiped next turn).
3) Keep learning. I know, a silly bit of advice, but the more you play - the more experience you accumulate and the better your game gets.
4) Reflect. There are some games where you lost to pure ridiculous luck of your opponent (e.g. perfect hand and top decks and card value vs your mediocre draw). But there are times when you made a play that might have cost you - if that's the case - try to remember your mistakes and learn from them.
Arena is based on 3 things, compiling a decent deck and knowing the play style it represents, playing on curve and knowing your opponents outs. The first is luck/following the exe/knowing the style u should play, the second is knowing value and knowing your curve, the third is knowing your deck and your opponents potential plays, which is where playing constructed could help. Facing a mage, you have to expect a turn 3 secret and a turn 7 flamestrike.
Taking this example alone, turn 3 secret: have to play around counterspell and mirror entity so throw out a minion that you know you can handle if they get 1 for free too. Dont throw out a pilotted shredder turn 4 after a turn 3 secret because they just got a minion on board, with another in the deathrattle for 3 mana, make them pay by playing a 1 mana clockwork gnome or something. therefore their secret wasted 2 mana. Turn 7 flamstrike, dont throw out your entire hand turn 6 just because u have the mana, expectthe flamestrike and have only a few minions you are ok with losing but can still hold the board if he doesnt use flamestrike,
This kind of think has to be done for all opponents,
Hunter, dont have a bunch of minions out turn 3 or later, unless u want to get unleashed. Priest, watch out for turn 5 holy nova, turn 6 lightbomb, and 4 attack minions are your best friends. Paladin: Play around Consecrate and Board control! do not let him keep a minion alive, paladins are exponentially more powerful with minions on board, be it divine shields, blessings of might, blessings of kings... Do not give up board control! Warlock: Playaround turn 4 hellfire, and try to survive the onslaught that is zoo. Druid: play around swipe and starfall. Shaman: control the board or the totems will get chu! Nah shamans are bad... Mage: see above and goodluck, toughest matchup for everyone. Warrior: Control the tempo, play on curve and dont let him card cycle or armorsmith up. Rogue: watch out for combo and draw out the saps, nothing worse then coining/innervate for a big minion to get sapped back to your hand and losing board control

I would also recommend you to Play some more ranked. After playing ranked a Little more serious i improved in Arena automatically.
