The Chinese managed to coerce the rest of the international community into ignorig Taiwan's status as a country. Blizzard wants no international outrage so they do that.
He's from Taiwan or by it's true name "Republic of China", continental China has coerced (as the poster above said) it's "one China" policy on the international community over time and Taiwan flag is something you may only see on books. For any other use you will always see alternative flags, I remember than on a previous HCT there was a player with the olympic taiwanese flag instead of this one.
