I've been pretty disappointed in the significance the nerfs have had on the game. Some of these nerfs completely ruin decks (i.e., warsong commander, starving buzzard). Will/has Blizzard buffed cards? Or will Blizzard simply create new cards to get our money? Ben Brode did comment recently that they think it is OK to create better versions of cards which are not played. The problem with this is there are a host of cards that could use small buffs (such as shaman cards since the class is nearly unplayable). I've felt the beauty of an online card game was the ability to nerf AND buff cards, but to only nerf cards, and create new cards as a way of buffing the cards that do not see play gives me a negative view/feeling about the future of this game.
They should be free to buff basic cards since everybody has them.
It wouldn't necessarily be fair to buff cards that are worth dust though. Consider: maybe you open a card that is bad and dust it so you can get a different card that's better. Now they made the original bad card better. Now you need more dust to get it back.

Buffing cards is a lot harder to do than nerfing them, so there's that. With nerfs you can nerf something into the ground and while that sucks then it just doesn't see play and oh well. Buffing requires a much more careful approach. You have to decide how good you want it to be first. Should this card be a good arena pick? Good in some situations in constructed? An auto-include in some deck? In many decks? Good enough to create a new archetype? Figuring out where you want the card to be is the first complicated step, and from there you actually have to figure out how to do it. Go overboard and the card is broken and everyone will rage at the buff. Don't go far enough though and everyone will call you stupid and ask why you even bothered buffing in the first place.
Honestly, it just seems like a Pandora's Box that's better kept closed. There isn't that much of a benefit to trying to buff cards, so I don't see why they'd do it.
Adding cards buffs other cards in a much more significant way than adding cards nerfs them. Patron buffed warsong commanders into absurd range. Motivations for cheap cycles buffs novice inventor, as do stuff like hobgoblin. Mysterious challenger buffs every paladin secret into usefulness, save eye for an eye which is still useful as a lesson in card value. The list goes on.

Golden Heroes: Druid -> Rogue -> Shaman -> Hunter -> Warlock
They should buff Grim Patron now that War Song is crippled.
I say make it (4) not (5) now....
And buff back up the damn buzzard! Geez... at least make it a (5) 3/3 drop...

It was Fixed so that it could do so. It wasn't really meant to be so limited.
The last buff IIRC, was on harvest golem getting the mech label for GvG. Before that, all of the buffs were pre-release.
Note that the last buff just before release was UTH going form 4 to 2. Which..is a good argument not do buff willy nilly.
One does not simply walk into Mordor,

Battlecry: If you have board control, you win.
At least it's one turn after. More straightfoward and truthful effect.

They buffed Bane of Doom into awesomeness and Frothing Berserker from 1/4 into 2/4.

They buffed cards in the first closed beta patch. And, of course, in Alpha.
