I wouldn't say Shaman is the worst. It got the a fair amount of the tools it needed but the current meta definitely isn't good for Shaman. Would love to see more cards that interact positively with overload.
Rogue has really only had two competitive deck archetypes since the release official of Hearthstone, those being Miracle and Oil. Even after four expansions the only card released that's really done anything for the class is Oil. It's minions are still horrible, card draw is awkward considering the combo mechanic, and still no damage mitigation even though the class revolves around using weapons.
In my opinion there are two options. Either shaman is the worst, OR, shaman is so hard that it's the worst. What the hell do I mean by that? Well take a look at 11point5ft. That guy can get around 70% win rate with shaman. So clearly shaman is capable of being good. However whatever it is that you need to know to be that good with shaman is some closely held secrets or some kind of feel for the class you get after a thousand games of pain and suffering.
Well, personally I have golden shaman, barely 100 wins if not less than 50 with every other class towards their golden heroes. And yet I never climb past rank 5 with shaman, it's always some random smattering of random decks from the other classes. Once I say "alright! Time to try for legend with strictly shaman!" I just lose back to like rank 10 or something ridiculous like that. And the only reason I don't play shaman the entire time is because I play like 100 games, don't get anywhere, and just play random stuff from other classes until I'm 5+ cause I can't stand losing and having a horrible time playing my favorite class. Then I just quit playing all together because the other classes are not nearly as interesting as shaman. I just wish I knew what it was that I have to learn to not be complete shit with shaman. But this game is full of people who don't want to share their knowledge. And watching streamers barely helps. 11point5ft explains some stuff but he's not very good at it. Most other streamers simply don't play shaman. Yet I've seen plenty of streamers playing oil rogue lately. I've seen everything being streamed, EXCEPT shaman.
Maybe the fact that Priest rises from the ashes with Dragon Control makes Shaman falls to the bottom.
The promises and overhype of Tuskarr Totemic and Thunder Bluff Valiant make the whole Shaman experience in TGT a letdown. Not that shaman is the worst class de facto, it's just that there are a lot of negative emotions involved.

Rogue is by far the worst on ladder currently. Shaman is underrated, I think Shaman is Tier 2 personally. There is a control deck people are just starting to catch onto, Mech Shaman is a surprisingly good and surprisingly underplayed deck, and even Shaman Midrange is capable of reaching Legend, though it depends on what is heavy in the meta. Rogue basically has Oil Rogue, which is hard to play and only sometimes good in the meta anyways.

Thinking both. Shaman isn't the HARDEST class to get the most out of but he's up there. However, you NEED to get every bit out of it to make it even somewhat competitive. Meanwhile, it's "ultimate best" is still lower than the ultimate best of other classes.
To put it this way: Shaman, driven by an average player can only go to 60 mph, but can be pushed to 90 mph by the best of the best.
However, the top classes can get to 70 mph with an average player and 85 by a typical pro. The best of the best in the class can pull the top top decks to 100, and some of those decks can reach that point with less difficulty than the shaman at 90.
If a person could bring shaman to 110 then they would be doing so. Even if we don't know how he does it, we would not be arguing over how good shaman is. Note that we had the same situation with priest a year ago with amaz as The Priest Player. In that time he pulled out more from priest than most would think was possible. But it still wasn't top tier.
Thus the answer. Shaman is hard naturally, but it's also hard in the "play a mage using only melee" way.
