Looking at the amount of love the class was given. No. Have you even seen rouge yet? Now there we can talk about a bad class with only a few competitive decks. Shaman on the other hand got a lot of promising decks in the working state.
Yeah, but Rogue's the type of class that only needs a little bit of something to set it off and then everyone's mad.
Shaman's a "safer" class to give more toys too, they didn't really have any existing cards that would do anything super crazy with new cards.
In Ranked mode, it seems like Warlock is the weakest so far, followed by Rogue then probably Shaman or Druid.
Hunter still has Face, Hybrid, Midrange and even some "cool" control decks
Mage has refurbished Dragon, Tempo and Mech decks
Paladin has secrets
Priest also has dragons
Rogue kind of has oil still, and some face-aggro decks
Shaman at least has Totems and Mechs
Druid still has Midrange and some fairly decent token decks
And, of course, Warrior still has Patrons
But regarding Warlock, Handlock and Zoolock are rarely seen at the high ranks anymore, and Dreadsteed was only popular/good for about a week before people stopped caring about it
I say they're close to worst but not by much...you seldom see any rogue but Oil is still viable....I've been running into Mill Rogue recently and they're pretty strong against control/midrange decks.
Shaman would be at a decent spot if ancestral knowledge was at 1 overload....Elemental Destruction only damage enemy minions and only. I really want to under the logic behind Elemental Destruction. It is worst then Flamestrike and at 5 overload u're forced to use it with Lava shock and even when used as combo it is not guaranteed board clear like Equality & Consecration.
Blizz still doesn't get that overload and RNG hurts this class.
For me we didn't get much love in this expansion : most of our new toys are rather dull and unimaginative, except maybe Charged Hammer. Also, outside of Ancestral Knowledge, none really tried to address what Shaman needs. (and, while i'm happy they exist, these 2 cards don't exacly look great on paper)
I think Charged Hammer has a lot more value than people initially thought. I've only made 1 deck with it that has a good shot at winning games (because it was the cornerstone of the deck), but I think it could be used as 1-ofs in any deck not using TBV. Ancestral Knowledge is a 2-of for me in anything not tempo/aggro.

Shaman. Meh. People are trying to make Malyshaman work but Malygos has always been the surprise legendary with no lasting power. Everyone swears to midrange and, which I now will admit that it can work, true Midrange is the counter for control-heavy metas which we don't have. Their bursty style and overload makes them Meh for Tempo decks and Mech shaman is unreliable.
Totem golem is just so sad with so many people playing abusive sergeant.
But meh, midrange shaman is still fully legend-capable, as always. Thunder bluff valiant is a nice sort of second dr. boom creature you can run too. It's no murloc knight but what can ya do.

In terms of overall class balance I think HS is in a pretty good spot. Right now only Rogue is left out a bit. But besides class balance you also have some kind of archetype/deck balance? Something that Shaman/Rogue/Druid lacks. You can pretty much make only 1 viable archetype with these classes. Straight forward, either you go with "this particular deck" (you can change some cards, of course but still it's the same deck type) or you are screwed/crippling yourself.

I don't like to post my decks since they are mine, but I included many more early game creatures than my usual shamen list to deal with the rampent aggro this game has turned into (2 chows, 1 creeper,). Also, 1 elemental destruction (which is underated card IMO) and 2 Eggs since they synergize with destruction and 1 argus, 2 flametongues etc. Once I made the list, I went from rank 11 to 4 in 3 to 4 hours while only suffering a couple losses and thought to myself..so Shamen is the class to compete with these plague decks. The overall hate of Shamen is overblown. Personally I think the reason people don't gravitate towards shamen is because it requires skill to constantly update your deck to fit the meta and there isnt a copy and paste netdeck that you can just plug in play for weeks on end for easy wins (like the Patrons andSecret pallys mech mages of the world).
For my first statement: Deck rankings are based on what the meta currently looks like, not because one class is inherently better than another class in every aspect.
For my second statement: Warrior requires a LOT of combo pieces to get a working deck, and you cannot reliably draft that in Arena.
In the recent Hearthstone expansion The Grand Tournament Blizzard released some pretty good cards for shaman!
Such as :

-Thunder Bluff Valiant
-Healing Wave

I've been laddering this month with a combination of Dragon/rogue and banana/shaman. It's been pretty nice.

Consensus seems to be, that Warrior is by far the worst class in Arena, followed by Shaman.

Mech shaman requires you to have a really good start and you have to dominate the early board for him to even have a chance of winning.
I just feel like shaman is really just too average, requires you to pray to rnggod every game in order to compete with normal decks
