I believe in giving everything a chance. We will see what the new expansion does. But if Blizzard really wants new cards to be played, maybe it's time for them to change blocks each month or two. Maybe September only uses cards from Naxx and newer. November could be cards from BRM and newer (hoping that we get something else new by then). I'm just saying this, because I'm the guy that usually hangs on to a game for too long. I've grown a bit tired of HS currently. I did buy the new set with hopes that the game will be fun again. But if not, I'm already dipping my toe....errr....fingers in to some other games......new Vs....Force of Will....

There are 3 kinds of people in the world. Those that can count and those that can't.
Many card games have many thousands of active cards and do not restrict playable sets into blocks at all. I see no reason for hearthstone to be any different.
Main reason games put their cards into blocks is due to the difficulty of finding particular cards. When the best deck involves cards that were last printed 10 years ago and costs $1000 PER CARD then it kind of limits who gets to really compete. Thus you block into newer sets that are easier to obtain and complete sets for the older folks who do have it all.
Rag isn't going to get any harder to obtain 10 years from now.
Meanwhile such limitations kill variety since..well.. isn't one of the big complaints about HS the LACK of available cards? Thus while a seperate block would result in different decks from before, those decks will be VERY few in number and won't change afterwards. Jeesh we're still seeing people make alterations of the current decks because there's that one card people have forgotten that might work. For individual tournaments, it's an interesting idea ...later, once we have more cards. For an overall standard for all of the games... not really.
But the meta changing is my point. Yes, you will see a lot of the same decks. But then next month...new block...new decks. At least the meta is changing. Would kill some of the boredom with the game right now.

The problem is that certain decks would just rule the meta for a long time (I'm talking MTG). And only when thier main block rotated out would the meta finally make a drastic shift. Plus they have other formats that see play outside of standard. Modern is quite popular and includes a lot of cards (I don't remember the exact rules, I think it's something like 8th set forward, but I didn't verify that). But what is the modern meta like? It's very stable. Not much changes the meta. There are top tier decks that dont change much and every set that MTG releases always has like 5-6 (at best) cards that will see Modern play. Legacy is even more stable. You're lucky if you see 1 card per expansion that sees competitive play in legacy decks. It's simply that excellent cards have already been released and those formats can use them.
HS has what is essentially the same issue. Right now, everything is Legacy. Every card printed can be used. And that is OK right now. We're 2 large and 2 small expansions into the game. This is not a problem. The meta still gets fairly shaken up with the release of new cards. Yes, old powerhouse decks (Control warrior, freeze mage, face hunter, handlock) are still competitive, but there are new decks becoming viable every release. At some point, that will no longer be the case. The new decks either won't be competitive or the new cards won't really help out established decks that much. At that point in time, some sort of blocking system will need to be put into place or else the meta will get super stagnant. Still have a legacy format for those that want it, but most people like a shifting metagame. It's the reason Modern isn't as popular as standard.
We don't need block, as Taunt is a thing that exists. Rather we need something that counters charge in some way or another (I know taunt counters charge la-di-da, well it doesn't really).
I'd suggest a card that gives all minion that summons taunts whenever a charge is summoned/ given in some way.

I don't think there are enough cards right now to limit the card pool. It could happen someday, but I don't think that's likely.
