Has anyone got a good sample size, backed with proof, on how this influences Shaman? I want to craft this legendary, but the metas still to shaken up to get a real sense of what legendaries are necessary.

My main deck right now is an Inspire Shaman, and although I can't speak to how using Justicar compares to running Neptulon or Al'Akir (don't have either), I will say that she's done wonders for me. Guaranteeing +1 Spell Power before a crucial Lightning Storm, picking Healing Totem to put minions out of reach of hero powers, or putting up a Taunt totem turn after turn against a single big threat has happened for me multiple times to turn coin flips to wins. (Most recently, putting up multiple Taunt Totems against a Druid trying to draw his combo. The satisfaction of that alone was worth the dust, in my opinion.)
Could the deck slot be better utilized? Possibly; I haven't been tracking wins closely enough to offer more than anecdotal evidence. All I can say is that she's better than she looks by a wide margin, and that I really think people ought to try her out to judge for themselves firsthand.

No offense, but that is too small of a sample size. Not saying that Totemic slam is bad, just that 5 games is not enough for a full test.

Yeah. I'm in the middle of the work now but I will test again see if I can climb to legend with the deck.
cool, I am curious to see if it holds up. keep us posted. It is good to see Shaman making a come back, since it has always been my favorite class.
Justicar has done very well for me in midrange shaman. Spamming taunt totems against control warrior has won me the game from fatigue 4/5 times
