Let's not ignore the fact that this makes Quartermaster godly if the one minion that summons silver hand recruits upon inspire actually does exist. It seems far to easy to make insane tempo plays. I have to assume this is still a rumor though.
You forgot to mention that in order to pick your totem, you have to play that legendary first.
Honestly, the ability to choose your totem may be enough to offset the tempo lost from summoning this chick. I've seen people win games solely because they had totem RNG on their side. With this card removing that luck factor, shaman suddenly gets the best comeback potential in the game.
What I'm interested to see is if this lets you spawn more than 1 of the same totem. Could this card let you have more than 1 Wrath of Air or Stoneclaw Totem out at the same time?

I doubt it will increase the number of totems from 4 to 8. If I had to guess, when you click the hero power it will look much like the hunter card,Tracking. It'll bring up the 4 totems and you pick one (or how ever many are left).

Muster + Hero Power spam, + Quartermaster = insane tempo. For Shamans it took away the RNG like you said, but if you need card draw or a taunt to turn the tempo around, it might help. Warrior one looks kinda over the top, especially in CW.
I think summoning a guaranteed Taunt Totem EVERY turn seems to be extremely good. We've all had games which a Taunt totem would have saved us, or eeking for that extra Spell Power, now we have that.

Right.. getting 2 totems is a 50% chance at the totem of your choice anyways. You get the same power creep as every other hero power and you halve your RNG. I would much rather have this. That is assuming the non hero power totems are excluded of course.
WHen I play shaman, I normally want one specific totem. I tend to not really need a heal AND a taunt totem. I'll want heal this turn, or a taunt EVERY turn, or spellpower right before the kill. That sort of thing.
So yes on paper 2 totems > 1, but in practice I say that this is the better choice. The question just comes down to whether shamans get to survive till turn 6 to abuse it. He's slow, but he's 6 mana which is the limit for 'slower' cards. And the 6 attack means you HAVE to stop it before moving forward.
However, this thing is insane for other classes, which is fine. You Don'T want cards that are great everywhere.
Control warrior would use it because who wants 5 armor in one turnwhen you can go 4 armor EVERY TURN.
Hunter and priest.. meh. Yes hunter does more damage. However, you could get Leeroy instead and just do 6 damage right now. And at turn 6.. that should be fatal. Priests don't need MORE healing on a minion that has no health on it. Rogue..I don't know. They dont seem to have problems getting extra power on their dagger.
Bah honestly, now that I think about it, it seems too mcuh for a lot of classes. Warior cna use it. Shaman can. Warlock. Midrange paladin. That's it.

UPDATE: It has been confirmed that only the 4 basic totems can be summoned, but that duplicate summoning is allowed.

i find the power upgrade not balanced. most of all the warrior ( should be 3 armor) and the warlock ( should be one damage)
