Very much so. I can get to rank 2 when I bother, but some seasons around rank 15-11 can be just as tough. It is, after all, the players who will be squeezing in around rank 5 not long after. Rank 15 players don't stay rank 15, y'know?
I don't want to sound arrogant or anything but I don't understand how anyone can hit a wall before rank 5 if they have a decent deck. Just pick one of the top 15 decks from liquidhearth tier list and play it until you learn it.
About your handlock deck You don't need leeroy,2 PO 4 aoe and 2 siphon. Most of pro players cut even the one siphon.i still use it cause it's a nice answer at t6 emperor.Ancient watcher is a staple in handlock.A lot of people tryed ogres but they are nah. I read your answers about your choices, but as many told you,all that card choices are very situational.i used to do the same mistakes when i start playing, but adapting my decks to the advices that i was asked made me climb like mad

I'd understand problems at rank 20, since people use to farm their golden heroes there and around 6 to 4,... But I see no particular reason why there should be problems exactly at rank 15. Your reasoning has nothing to do with R15,... Yeah people are laddering, falling and rising in rank and you might also run into good players with decent Decks at lower ranks, but that has nothing to do with R15 in particular, but can happen all over the ladder.
As some people already wrote: If you run at least 2 decent Decks (being able to switch Decks is key), which you are able to play halfway decent, you should have no problems to get at least to R5.
It doesn't matter what you're experience is, the fact remains, OP finds it tough at rank 15 .... it's not helpful in the slightest to pop in with "there's a wall at rank 15??" it seems a bit arrogant as someone said they were tying not to be. I think longer term players forget where they started. I'm not ashamed to say I used to get stuck around rank 15 also! I probably learned more there than I did at higher levels. And I disagree, that any level can be just as tough. Rank 15-10 say, can be a very sticky area if you're not a try-hard. If people want to troll rank 20, well, I find that a little sad tbh, I've managed a couple of golden portraits without ever needing to stoop to that. But generally rank 20-15 is a hell of a lot easier than 15-10.
I get to rank 3-4 each month personally, and then just run out of time/get fed up with the grind to go further ... I'll get there ... in my own time. I have gotten to rank 2 full stars. So yes, I realise rank 15 isn't the toughest region, but it CAN be a bit of a bottle neck.
Okay, I see your points. I have switched around my decks and I have noticed a improvement.

Unless you're giving the OP helpful suggestions, (i.e. NOT "There's a wall??", "You need to find a new game") you're just trolling/being a dick. And aren't there enough of those in the world already?

rank 15 is where you start to see meta decks instead of combo priests and basic deck players.
you seriously run a grim patron deck with only one warsong?

A wall at rank 15 10 days before the season end, means 2 thing for me
Problem with your deck
Your skill/time/effort is for that rank

Well, thanks to your guys advice I have begun to analize my playing. I have found some errors and weaknesses each time I play.
1. I am over eager to use hard removals on minor minions, instead of trading my minions when I have a strong board.
2. I burn through my hand way to quickly.
3. I make inefficient trades.
