Sylvanas. One of the things you'll notice about legendaries that are in a lot of decks is that they are midgame plays (Loatheb = 5 mana, Sylvanas/Emperor = 6 mana, Dr. Boom = 7 mana). Just about any deck can find a slot for a turn 5-7 minion with a beefy body and powerful effect. Expensive legends require a deck that supports lategame, and those aren't particularly common right now.
Alex - specific usage, good for control and burst Ysera - I love her, good in Priest and Dragon Paladin, but a very slow card Rag - classic, but kind of slow, dies to BGH. RNG is a little excessive. Cairne - Garbage in this meta, you'd be better off with Piloted Sky Golem Sylvanas - bae TBK - he's okay, but 4/5 for 6 really isn't great right now. Harrison - great tech card Leeroy - sure, if you want to play face hunter Bloodmage - solid utility card, but only really shines in Rogue. Other - Lorewalker Cho
Note that a LOT of this depends on what decks you want to play.
It's hard to argue against Sylvannas. Ysera is back in fashion again also, but some would say Nefarian is just as good, if not better. And if you completed BRM? then you have that already. You can't go wrong with Sylv, she's not very exciting, but very solid.

Rag used to be played a lot more in the pre Dr Balanced days because BGH was much more of a rarity. Nowadays since BGH is run as a must-have in every deck baring face hunter Rag can often feel terrible.
I'm surprised Rag was voted ahead of Ysera as I think Ysera is a far stronger card if your going for a control like deck and Rag doesn't fit into much else.

cairne is not garbage it can be a lot better than piloted sky golem cause in the second theres RNG involved and a random jeeves can cost you the game. i play cairne in druid and he is sticky as hell. he is not 1 of those must have and play legendaries but he is a good one

My sylvanas is sitting in my hand...yes, i DO play her on empty board, if aggro allows it.
It really comes down to Sylvanas Windrunner and Ragnaros the Firelord, which are the next best neutral legendaries, but Sylvanas Windrunner seems to be run in a lot more decks nowadays. Even in Control, I almost never see Ragnaros the Firelord.

Ragnaros the Firelord is definitely not the best legendary, lets not say things we cant take back now.
