How would you know? Naxx 4th Construct Quarter (the one with Undertaker and Mad Scientist) was released on August, 12. Reynad introduced his "OP Hunter" deck on August 19. By the way, it was before Buzzard/Leeroy nerf and didn't play Undertakers at all. But the rise of "Huntertaker" decks started since mid October. That's 2 months since release. So you can predict most decks to settle in a month or later after the release of last BRM wing. And that's in case no nerfs will be made.
Many players who are sitting on dust would like to know.
The expected time would be the end of the BRM expansions but so far the cards released have not been groundbreaking.
When do you think some decks will rise as the clear top-tier meta?
Exactly when the 4th wing is released. SHOCKERS, that is where the actual end game dragons are.
Edit: Sorry to have sounded rude but there really isn't anything worthwhile in the 3rd wing either (except for paladin's dragon consort but even that will only see play after the 4th wing is released).
If you look closely, you can see this is a signature and not a comment. Why are you reading? Stop reading this. Did you read this too? Dang you must like reading.
Really stupid thread, since it's super pre-mature to make any sort of speculation.
But ok.
First of all, there are 3 weeks/wings left and the meta will keep shifting every week. When all of the cards are released, then the proper meta will start to form and taking into consideration that the essential dragons come from the last wing, it will be extremely hard to predict how long the meta will need to settle. But probably many many months. The card pool is growing pretty large now and that makes these things take a very long time. Meta is not going to settle in a VERY long while.

Seems pretty clear. Leeroy and Buzzard were the best cards pre-nerf, Scientist made Hunter "OP", and then post-nerf Hunters "adapted" with more early game and Undertakers. Seems like you're suggesting that it was a mistake for Hunters not to have been playing Undertakers and Deathrattle density all along, but I guarantee it was tried to death and found wanting. It's in hindsight with all the whining about Undertaker that people's perceptions changed to it being the most oppressive card ever.
On what the meta will look like, for the purposes of using dust at least, I don't expect the crafting priority will change much. BRM has a pretty low number of cards, and they are mostly easy to value. It's not as if the Meta will get too fast for, say, Sylvannus because a possible 3/5 for 3 mana now exists. The three cards that will see the most play I predict will be Thaurissan, Pally Dragon and Priest Ressurect, and I wouldn't predict a large "impact" for any in terms of playstyle changes. Things will cost a bit less in some games due to Thaurissan, Pally will continue to spam minions, Priest annoys you, Hunter will be Hunter, Warrior will control you and finish with either Grommash or Patron combos, doesn't really matter.
Just pick the class you like to play, then build a solidly proven deck for right now. For the most part, there won't be any changes making you regret how you spent your dust. Maybe stay away from class Legendaries in Pally, Warrior and Priest if you are really concerned about it.
The meta will settle down after the community decides if Dragon decks are good or not.
If they're not, it will stay pretty much where it is now.
If they are, the community will work on countering them, and it'll be a bit wild until new top-tier decks are established. After which it'll settle again.

I believe that with the number of cards currently given, the meta will become even more diverse and might never actually really settle down for more than a couple of weeks. Of course, there will be some deck archetypes which will be played throughout the entire game, but under certain conditions, they might only slightly adapt to the current state of the game (mostly by using some tech cards).

The meta will settle down in 37 hours 25 minutes and 21 seconds, starting from...now.

my guess is about 2 weeks after 5th wing release. Players will need some time to construct viable dragon type decks.
Hopefully never. I like the way it is right now :D
Let's get salty!
Wait at least a week after BRM is completely released. Until then craft at your own risk ;)
