Power creep is when the strength of the new cards overwhelms the old ones.
Emperor doesn't do that. It's no Sylvanas. It's no TBK. It's a ramp card to help with control decks. You know how we fuss about how so many of the legendaries are too expensive to use? He helps fix that. For non-HIGH COST control decks, though, he's not useful enough. 6 for 5/5 with no board effect is BAD and midrange/aggro decks have a problem with card draw more than mana costs. He's not power creep. He's an attempt at enhancing a deck type that needs help.
Dragon Consort - Power Creep =! new deck creation. A card that creates an entirely new deck and play style is exactly what you want an expansion to do. WHat you DON'T want it to do is to take an old deck and simply make it stronger.
Water elementals are 4 mana. This thing is 5 mana counting overload. The extra mana handles it's unstable attack bonus. IT can't freeze things like water elementals do. HOW is this a power creep?
You're using a loaded term as a random insult just because you dislike what happened with warrior. That's NOT a good conversation piece. If this was "Wow, warrior got shafted in BRM" then this could've been something useful because I agree, Warrior got SHAFTED!

well i think it is done on purpose. they don't want to run in "pls nerf" situations ever again so they make viable cards and that's it.
