Just some background information about myself, I'm a F2P player and started hearthstone about a few months back and have consistently been grinding arena daily as I have read it is the most efficient way to increase your collection as you earn gold while obtaining cards.
By sheer effort and diligence, this is how I have unlocked the entire Naxxramas wings and even obtained several classic legendaries.
Now that Arena no longer grants Classic packs, I am at a dilemma of how to obtain the classic legendaries I lack.
Do I pay 100 gold to buy classic packs or continue grinding arena and dusting the extra cards?
Please do not suggest I pay as that is not an option I consider worthwhile.
Your view on the matter is appreciated :)

this is a tough spot that the gvg setup will put a lot of new players in, i recently struggled with this as i have 1 or 2 classic legendaries i still want (and a few epics). i cant justify buying classic packs at all anymore given my collection. the chance of pulling something useful is just tiny. my plan is to just buy gvg packs and eventually craft the few classic cards i still want. i dont know where the line is though, if i needed 3 classic legendaries? 5, 6? its a tough call... good luck!
Best and fastest way is to buy classic packs with money. You're asking a question and saying, "now don't tell me the answer". If you want to stay F2P then you have to accept that there's no really fast way to get all the cards.
At the end of each set, it includes the percentage probability of getting a card you dont own while oppening a certain type of pack. For example, at the moment, i have a 50% chance of getting a new card in GvG and a 20% chance in classic, so ill keep playing arena and getting GvG packs at least until the numbers even out.
If you dont care about full sets, just delete every card you dont want and youll get the exact probability of getting cards you want/need.
Just craft whatever ones you need. Most cards you could open from packs will be useless and now you're most likely never getting duplicates again from arena, making it safe to use dust to make classic cards.
Just get GvG packs from arena until the new set comes out and then, again, craft whatever GvG cards you are missing that you want.

I bought and complete all of the naxx wings within the first week or so of their release, and i have legendaries (tirion, juraxxas, thalnos, rag, sylvannas, and cairne) only i only half of which came from packs. I definitely think that arena is the way to go for getting legendaries, as if you can consitently get high win runs, you can break even and play even more arena, getting the most value out of your gold.

Maybe it's just me, but imo GvG didn't add many great cards. The good commons and rares are exactly what they are, commons and rares. You can craft the few epics that you might need for a certain class and maybe Dr. Boom, that's it.
If I were you I would spend the gold on classic packs, though I don't know how many good classic legendaries you still need. If it's 5+, go with buying classic packs.

He obviously meant fastest way of obtaining legendaries WITHOUT spending money. The "without spending money" is not in the thread title, but it is in the OP, that's what OP's are for.

Why does it have to be either/or? You sound like you are making a profit from Arena, so you should play Arena, dust the unneeded GvG cards you get, and buy Classic packs with the extra gold.
Funnily enough there aren't that many essential legendaries in GvG, so you can spend gold on classic packs without feeling bad about it. You should still be hitting arena for profit though.
I would go with arena. Keeping the gold does make sense. A new adventure is coming out surely middle of the year and you can use the gold anytime. If you have the means to reach your aim with arena and you seem tobe good in it if you manage to store some gold, ride on the train, why not.

I'm also in the same position than you, but if i consider the probability of getting that harison jones or antonidas i need, then i immediately realize that i will have to craft them. And if i'm going to craft them, its completely the same if the dust comes from classic or GvG. So arena is the way to go, and in the mean while maybe i get a recombobulator or a feith death that aren't crucial but are surely fun.
While in the classic you probably have all the interesting epics anyway.
If you're making a profit grinding arena, you should just keep grinding arena so your gold increases.
I would keep a minimum amount of gold i need for grinding infinite arenas (like 2000) and spend the rest of the gold i earn with arena and quests on classic packs. At least i guess you have more classic than GvG cards so the classic packs will give you more dust on average or if you're lucky a card you need.
if you get a decent amount of wins in arena playing arena can basically get you a free pack and free dust and enough gold to play arena again all at once therefore making arena the most effective way to grind gold if you are good enough.
2) Bump my daily gold earn up to 100g with wins in casual or on ladder
4) Play an arena a day (my arena win rate is on average 7 wins)
Earn 1 GvG pack a day from arena
5) Buy 1 classic pack with gold
So basically every day i'm opening two packs, one from classic and one from GvG
6) Dust everything you don't need, only use it to craft classic legendaries.
I've been doing this for a year now, but i'm free to play and I have basically every class legendary (both GvG AND Classic) and all the good neutrals from both.
I also try and keep at least 300g in the bank for arena runs. Any time i get 100g+ above that, i use that for classic packs.
So it can be done it just takes time and persistence.
p.s. i will actually be paying for Blackrock Mountain because if anyone has earned $25 from me, it's the hearthstone team.

Needs one more option which is far more effective than both ,buying gvg packs without ever ever ever ever ever touching Arena.

The second simplest way is to arena.
Third is 100 gold a day and quest manipulation tricks.
Please explain how buying GvG packs could be "far more effective" at obtaining classic legendaries than buying classic packs.

It ended up as 50/50 but for a while Classic Packs were winning so I did just that.

1) Complete daily quest - earn between 40 - 60 gold
2) Bump my daily gold earn up to 100g with wins in casual or on ladder
4) Play an arena a day (my arena win rate is on average 7 wins)
5) Buy 1 classic pack with gold
6) Dust everything you don't need, only use it to craft classic legendaries.
