Every card that is blue-hued, hooved, and vaguely russian will get the tag yes.
Now we just need tribe tags for Human, Kobolds, Trolls, (Kobolds and Trolls have even had their own sets dedicated to them, for Pete's sake!), Orcs, Ogres, the turtle men, and Tauren.
I never understood this about Constructed. Say what you will about Mercenaries, at least THEY labeled all of their minion cards. Minion cards in all TCG's, online or otherwise, should have a tag.

It's because Humans and Orcs don't have any tribal synergies.
If they introduce card text that says "If you are holding an Orc..." or "give a friendly Human..." then they'll add the tribal tag.
Until then the only consequences of adding superfluous tags would be to muck up the balance of existing cards.
It'd mean, for example, you could draw Rock Master Voone, Hamm, the Hungry and Boomboss Tho'grun using All You Can Eat, then play Voone and copy the other two.
There is no 'should have a tag,' here. Cards should function the way they were designed to.
And the design was for most minions to be neutral and for all the text on a card to be significant.
