From my observations throughout the years (I feel like this bug was there forever), you need to have a stable (?) internet connection in order for it to work, Most of the time it didn't work I was on Wi-Fi, and rarely with a lackluster mobile connection.
There is a known issue with the shop currently affecting the Mac Desktop client and you’ll need to use the web or mobile client for purchases while we work to address it.
When will Blizzard fix the closed shop bug? Anyone know?
