Even before Celestial Shot was released the arcane package for hunter should be increasing the spell damage passed on by Arcane Quiver from Silvermoon Farstrider and Halduron Brightwing to the arcane spell it discovers, in any, in the deck.
I'd like to see Quiver improved by spell damage; the card might see meta play in that case. However, it's still occasionally useful in decks with a limited number of spells, of which you really want to tutor.

Spell damage only affects spells that deal damage.

What part would you be wanting to increase?
"Discover a card from your deck. If it's Arcane, give it +1 Spell Damage (improved by Spell Damage)."
"Discover (1) from your deck (improved by Spell Damage). If it's Arcane, give it +1 Spell Damage."
Both of those are kinda broken.
