Hi i returned to hearthstone after a good couple of years break. Basically i only play standard and usually have dust/little bit of pack buying to have 2-3 tier one decks each expansion.
obviously with the break i had, i had no standard cards at the moment. I will probably get the returning bundle to get started so my question is, as a standard only player is it safe to dust all wild cards? Im asking because i saw a couple of expansions ago brann was back in standard? Have they started to bring back some wild cards back to standard now?
Yes, some older cards returns to Standard but as a part of the Core Set, which you can always use in your decks. It's like those Basic cards, but their slightly different every year. So feel free to dust all wild cards.
Older cards do come back with each rotation. But hearthstone has some new types of gamemodes they're adding which uses a lot of wild cards. If you're really REALLY only playing standard, then you're safe disenchanting them.
I made the mistake in 2018 or so. Will never disenchant a wild card that's even slightly good in some occasion. Now I can play every mode comfortably.

While Wild cards can return to Standard relevance now, if they do so, they're added to the Core set and owned even if you never played during their original tenure.
That said though, keeping Wild cards around is a good idea if you want to play a mode other than Standard. Dusting bad Wild cards which have no practical purpose is fine, but avoid dusting actually good ones, in case you want to play Wild or Twist, and only dust when you're about to craft - no point destroying perfectly good cards for the sake of making a number go up.
