Serrated bone spikes looks crazy at first glance but when you really think about it it's just a glorified, less conditional backstab that does a bit more damage.. I mean yeah ok this looks strong even at second glance lol, but I'm more terrified by the secret package.
However I gladly welcome Ghastly gravedigger to the Wild format, wish it was a neutral card even. 3 mana mutanus that can CHOOSE the card to neutralize ? Yes please, fear my wrath degenerate mages and druids.
I'm assuming "choose" means "discover 3 cards", it's unclear but I doubt it'll let me see the entire hand of the opponent, this would be ridiculous even for 2022 HS devs.
I would argue the secrets are close to tempo neutral. The effects are worth roughly 2.5 - 3 mana and are conditional.
Ghastly Gravedigger is a tempo loss on its face as a 4/3 for 3 mana. Its effect can give you a virtual tempo advantage, but I'd argue you already need a tempo lead on board to snowball this advantage. This may be difficult to do on curve if your turn 2 is playing a secret. Maybe this is more of a midrange deck then a tempo deck, and Ghastly Gravedigger is supposed to be played after generating tempo with Private Eye and other synergies/payoffs.
Private Eye is definitely a busted card on its face. Roughly 8 mana of effect for 4 mana is what could make this deck work, as the rest of the secret package does not seem very tempo positive compared to what tier decks are doing in the Standard format.

None of the secrets are particularly impactful up front. Rogue only has 3 secrets in rotation right now, so it'll easy to read which is which and play around them. Overall, the rogue cards this expansion look to value, stabilizing cards. The archetype we all know Rogue is most known for.

I don't think the secret package seems *that* strong on it's own, but tempo secret rogue has some potential maybe.
