What a grossly absurd idea. Too many people complaining about the game not being fast enough. Go play Marvel Snap or Yu-gi-oh if you want speed. And why the hell would you want to put yourself in a position of possibly starting at half the health of your opponent?
The health part probably wouldn't be the problem unless you're playing against some heavy burn. The card would only be used in combo/aggro decks to make their deck more degenerate and consistent.
Overall, I agree with you though, it wouldn't be good for the game.
Probably a bad idea, plus they wouldn't do it now, adding Renathal hints at pushing for a long-term slow meta development and design space. I'm guessing they're shooting for a Reno meta again by the end of the year, something along the lines of KnC-KotFT meta. Renathal is just to bridge things to that, a stopgap against aggression. I am expecting the Castle expansion to be loaded with strong removal and trash aggressive cards, to support that design direction.
20hp and forced 15 seconds turns is a card I would play for fun, not sure if it would win much, but I like that I have to think fast.. like playing blitz chess.

The "play X games..." will be much faster to complete if you have only 20 hp: down to 15 with 2-3 turns -> concede
I wouldn't mind, though any OTK combos in rotation would need to be mana gated instead of draw gated.
Imagine the first round of Duels, but without the singleton restriction.
