I kinda figured they would put one -must have- legendary into each mini-set to drive sales. Not so much. In fact, I wonder why they don't? Seems like it would be a smart idea.
But, I see nothing I really need for the decks I play. I wouldn't mind a couple of the Priest cards, but I can just craft them if needed.
I do think if you like Murlocs this is money well spent though. Just not my kind of playstyle. Seems like it will be very strong tho.
If you want value for money, then I'd say it is worth your gold, because you would have to be insanely lucky in order to pull 4 legendaries out of 20 packs. Honestly Ozumat is the only card that probably won't see much play, because he's kinda slow for what he does
Very weak miniset overall. Only DH, Warrior and Paladin got decent cards (which automatically made them top 3 btw, sigh..) and none of them are epic/legendary.
Id rather save the gold for next expansion at this point.
There's no better value indeed, if you are looking to the number and rarity of the cards.
But if those cards are not used then what's the value here? More legendary and epic cards in your trash bin?
If you buy the miniset and immediately dust the whole thing, you've already gotten more value than you're likely to find in 20 random packs. There is a reddit thread that explains why it's objectively better to spend your gold on a miniset in most cases, as well as all relevant exceptions (such as people who are extremely good at Arena or Duels).

Garbage set for a garbage game. Team 5 killed hearthstone, mercenaries is the worst product I've ever seen released and they are making Battlegrounds worse with each update.
Not to mention the fairly high likelihood that you aren't planning on buying this set and then quitting immediately.
Evaluating the "must have" nature of individual cards at the moment they enter the standard format excludes something like 80% of the standard format iterations in which they will be legal.

Enjoying Americans winning in the Olympics is forbidden because it is political. A 14 plus page discussion of state-sponsored lawsuits against a multi-national corporation based on harassment, discrimination, and wrongful death allegations is apparently not political enough to raise an issue.

Priest cards do nothing in current meta. Set is value for your gold though.
There's no better value for gold than a miniset, objectively.

Of you're planning on buying 20 packs you might as well get the mini-set, or you'll just get those anyway through duplicate protection.

just open packs instead, there are ways to get free packs. Also it's good to save 10+ packs for the miniset in case you only care about the commons.
