If I buy it on the US server will it be active on all servers or would I need to buy it on each server to use it on each server?
Hearthstone accounts on different servers are completely separate apart from your Blizzard login so the Tavern pass is only available on the server you purchase it on.
I have a question as well about the tavern pass.
Does anyone know if the skins could be bought later with gold, or are those ones a once in a lifetime thing?
Same question applies to battlegrounds portraits.

StaffThe only way to be sure you get them is through the Tavern Pass.
Having said that, Blizzard has almost always brought back graphics stuff later even if their was an initial purchase for it that was exclusive. Examples of that in Hearthstone include the Tyrande portrait and the Annoy-O portrait.
But, both of those took many years to return and there's never a guarantee they will in future with this specific style of promotions (Tavern Pass).
If you see a bad post on the forum use the report function under it, so I or someone else of the moderation team can take care of it!
