As many people have pointed out already: a hero power that exclusively hits the enemy hero will create decks around that hero power. Why put cards into effects that make hero power do something else when vanilla hero power goes face? This will always be the case until they release different options for hero powers when making a deck. If you had the option to start the game with hero power give a beast +2/+2 without having to play Dinomancy, then midrange, control, or beast decks would be created instead of face decks.
That said, face decks will always exist because they exist in all kinds of card games. Not just in hunter either. It's the type of player some people are.
Lol remember when they first released Old Gods, everyone was hype for C'thun, Yogg, etc. And someone made legend in a day with Shaman (unheard of back then) and posted on reddit like, guys, Shaman is really good... There always needs to be balance

It's the usual problem with the current meta. You can't play something that does nothing when it's played, cause stuff like Rhino kills a minion, hits face, and creates a threat on board that has to be IMMEDIATELY dealt with.
They aren't going to stop giving Hunter cards that hit you in the face. If you think that's a problem, you will never enjoy Hearthstone.

It's been nearly 10 years and face hunter has never gone away in standard.
Why is that the main deck that gets the most support?
Yes. I know. It's cheap. It's easy. I'm salty.
1. It’s DEFINITELY gone away. It’s had pretty large stretches where it was terrible. 2. If it ever gets out of hand, it is extremely easy to hard counter.
It’s so healthy for the game. It is one of the biggest power checks for greedy decks, which is good.
The problem is that they keep printing face cards. Piercing shot and Rhino are two of the biggest problem. It is kind of funny where in standard I'm actually relieved to see that the hunter I queued into is actually a hunter and not a rogue in disguise. Playing an honest game of back and forth board control with some attacks going face are way better than suddenly dropping some combo from hand that you can't do anything about that kills you after watching the worst movie of a dude playing cards by himself.

While this sentiment isn't exactly a major news flash, I was suddenly reminded of my brief affair with Shadowverse in that game's early years. I bounced off hard because the entire Shodowverse meta seemed to be dominated by combo-vs-combo, and even very fast aggro decks were struggling to maintain a foothold.
Your comment made me wonder, "Is Hearthstone turning into Shadowverse?" (Answer: Yes, it definitely is. Team 5 does not seem interested in curbing combo decks enough to give other archetypes much breathing room. They make a few nerfs to appease the masses, but then the whole cycle begins again with each expansion.)
Then my next question was, "Is Shadowverse still like it was five years ago?" (Answer: Sort of. I looked up a meta report, and it seems there's one combo deck that is god tier, and then a wide variety of other decks sort of milling about in the next tier. But more and more people seem to be flocking to the god-tier combo deck, just like they do in Hearthstone, so I don't see myself trying that game again anytime soon.)
