Bug or intended? I'm coming down heavily on a bug for this one.
Even if it is intended, they should change it if it is. Ichman is weak enough as is that a small buff in this form should just make him more playable for those that like him.

I've played ichman, got Owl from the deck, killed his 8 8 minion and also with the deathrattle another minion. For some reason this combination of events made ichman to stop summoning beasts from my deck and yes I've checked 3 times to see if my deck had remaining beasts.
I am pretty sure it's intended. I cant come up with any Combo for wild cuz I dont play it but even the pull from the op would summon 3 minions in a perfect scenario.
I imagine it would be a mess to code it in such a way. You have to consider all deathrattles that kill stuff, splash dmg, aoe's and so on.
There are numerous possible multi kills, so he is most likey coded for the minion your summoned minion attacked.
For Standard it would be fine I guess but for wild I dunno

I think it would only be a boolean condition and not a "summon for each kill with this minion" situation.
It is a bit of a tricky check, but from the two accounts of how it plays out, it seems to be wrong - especially RandomNoob's. It looks like the check is whether the attacked minion is identical to the last minion that died and not if any minion died as a result of resolving the summoned minion's attack.

I think I actually saw this, someone did against me. and I thought "huh, why didnt he put more beasts into his deck?"

So - I played Wing Commander Ichman and he drew a Lake Thresher as his first card. It attacked a 6/6 which was flanked by a 4/4 and a 4/5. The 4/4 dies but Wing Commander Ichman did not summon another minion.
