S: Xyrella (just because of a gamewinning Battlecry), Cariel (Mr.Smite exists, so hero power could be gamewinning) A: Kurtrus, Scabbs,Tamsin, Guff, Bru'kan (big hopes for this one) B: Dawngrasp (not sure about big spell mage, but overall it's not bad even with secrets), Rokara (some kind of a finisher for a midrangey deck, but still don't see it. Also don't think it's a Control or Pirate Warrior card) C: Tavish (I think it will be played in some slower Hunter decks, like big deathrattle builds, but still the worst if compared to others)
S tier will be staples and see lots of play. Tavish will be strong in a spell hunter deck. Tamsin is a solid addition but not as strong as other warlock cards so will see occasional play. The last four are good cards without decks, could see play after the miniset or rotation.
I prefer Great, Average and Bad, just personal preference.
Great:
Scabbs: Everything rogue wants and more.
Kurtrus: Turns rush tokens into dmg, basically an ETC combo for DH.
Cariel: Infinite weapon that hard counters burn decks, aoe + strong handbuff HP? This hero does WAY too many things at once.
Average:
Tamsin: Cheap, impactful and great for any non-quest decks, and thats the problem. They REALLY need to straight up remove the demon seed from the game for this to see any play, which is very sad.
Xyrella: Slow priest card doing slow priest things. Has a lot of potential and will only get better with every good DR added, but doesnt help in priests worst matchups and its irrelevant in the better ones, doesnt change the class stand in the game.
Guff: Draw and ramp are always welcome in slow druid decks, but Blizz chose to support token/beast strategies instead of things that could leverage the 20 mana into a more impactful wincon. What is the point of 20 mana when druid can just make everything cost 1 with Celestial Alignment? So far im not seeing it.
Rokara: The definition of average, not great but not bad either. People forget that proactive HPs are extremely valuable for CW, to the point where ppl were playing Galakrond with zero invokes for the HP alone, its just that good. The weapon is a cute bonus.
Bad:
Dawngrasp: Had lots of potential, all wasted cuz its too hard to execute. It only recasts spells you played yourself, which is VERY stupid cuz it has anti-synergy with Clumsy Courier and Iceblood Tower! WHY?? Huge missed opportunity here.
Bru'kan: The last expansion in a year cycle is always the most difficult for any card to find a place in a deck, they need to be very impactful by itself or have strong synergy with previous strategies. This one has neither, so no chance of seeing play.
Tavish: Same as above. The improved traps are super niche and the random HP only matters in drawn out matchups, something hunter doesnt want to do at all.
A tier: Xyrella: Very strong card. If you pump in enough death rattles, this can swing the game decisively in your favor. Deathrattles in standard are varied and strong, allowing you everything from board clears, to AoE health restore, to minion summons, to card draws, etc. Priests also have more than enough ability to stall games to stack in plenty of death rattles. The hero power is stupidly strong, and can keep the game running longer than it should. This is easily one of the best (if not THE best) hero card this expansion.
Scabbs: The return of Vanish and free Preparation every turn. Topped off with 2 stealth minions that will almost assuredly stick around to deal damage. Like Xyrella, one of the best, if not the best hero card.
Kurtrus: The hero power is borderline broken. If you allow a DH to get a wide board at any point and this is active, you're dead.
Brukan: This one is kind of between A and B-tier for me. I think people are really sleeping on this card. The battlecry is pretty nuts and can be repeated by Brilliant McCaw, and the hero power is pretty much 1/2 the battlecry each turn. I really don't see how a card this flexible and with this much output won't find its way into most Shaman decks.
B tier: Cariel: Good card. I think people are a bit overreacting with this card's power level. The weapon is weak, despite being infinite, and the hero power is slow. If you're ahead, this will keep you ahead. However, if you're behind, this isn't a game changer that will help you win the game.
Guff: Solid card. My only concern is how slow this might be. That said, a Druid with 20 mana and reliable card draw is an extremely scary thought.
C tier: Tamsin:The battlecry gives you soooo much value, however why would you play this when you can just run quest instead?
D tier: Dawngrasp: While I believe in the big spell mage archetype, this hero card is lacking. The battlecry is random, and the hero power is way too slow.
Tavish: Upgraded secrets are okay, but nothing amazing. The hero power being 3 mana is kind of dumb. Summoning an Animal companion isn't going to swing the game. Honestly, the BC should have been 3 upgraded secrets and 2 mana HP.
F tier: Rokara: Weapon only gets two swings, which is ridiculous considering that it is the only battlecry for the hero card. The hero power is good, but situational, and WAY weaker than other hero powers. By far the weakest hero card in the expansion.
It’s not so much the unbreakable weapon that’s the problem but that overtuned hero power. A viper can take care of the weapon but we weren’t given any good silence tools in this expac for the ridiculously big minions Paladins are gonna be throwing out each turn. A lot of classes are going to have to concede once this card drops.
A- Kurtrus, Tamsin -
Kurtrus has the most potential for a degenerate OTK and i would place him in S if Cariel wasn’t a factor. I also think Tamsin has the best battlecry effect out of all of them.
B- Scabbs, Dawngrasp, Xyrella, Guff, Bru’Kan
Scabbs would belong in A if he had more usability in no minion match-ups, but he has a huge deficit there which will have him sitting dead in your hand at times. The rest i think have potential but are hindered by their build-around requirements and/or cost. The game seems like it’s too fast to allow cards like Bru’Kan to shine although his hero power is my favorite so far.
C- Rokara, Tavish
Rokara’s effects are way too fair, it’s hilarious to compare her to Cariel as a 7 cost card. Tavish’s hero power is also too expensive for what it is. There were no new interesting secrets unveiled as far as I’m aware so all it really does is clash with the goal of the questline.
S Tier - Godlike
A Tier - Very Strong
B Tier - Average/Ok
C Tier - Bad/Niche
I would say Cariel is easy S Tier.
I'd say something along the lines of:
S - Tavish, Cariel, Bru'kan

I'm definitely putting Cariel and Scabbs at the top. In my opinion.

I think she's going to be too slow, but i understand everyone else's placement.
I play Twig of the world tree in my Druid that so definitely Guff will be there.
Xyrella + Amara will be pretty darn fun and deck with finisher.
Cariel is a really cool card and it is slow coming for you. Love the special effects of the weapon.

Tavish - will be played. Will it replace Rexxar in wild in some decks? I don't think so.
Rokara - Im sad she isnt 6 mana... wanted her for even warrior :(
Scabb - Strong battlecry and basically you have 12 mana at full and +2 on every turn
