Public service announcement on a related note. If you have a decent collection, Tempo Storm has a great tool where you can pick which sets to create a "sealed draft pool". Quite fun to duel a friend using the same card pool to see what interesting combos you each come up with, given the limited sets and cards to draft from.
Set rotation mode/ladder should work like this in my opinion:
Ladder reset every month just like standard/wild that would come with a rotation reset.
Allowed cards would be one of these each month:
A. 6 random expansions + Legacy set
B. 6 random expansions + one of the core sets (we only have 1 now, but we will have another every year)
C. 7 random expansions + 1 random adventure set (like Naxx)
We should also have an autoban system that would work like this:
After 1 week the 40 most popular cards should be banned from the format. After week 2 we add 20 more cards to the banlist, and we do the same after week 3. So from week 4 until the next rotation (end of the month) we would have 80 banned cards.
Thats how I would do it, but most of the playerbase wouldnt like a format like this because it would require a huge collection and it would reward deckbuilding and meta-reading more than just brainless netdecking.
For all the crap T5 gets for not making the game F2P-friendly, this many rotations with this many sets, in these short time frames, is the most F2P-unfriendly thing one can conjure.
The sheer amount of cards you'd need to join the meta when that same meta shifts every month, as the person above suggested, is mental. Not to mention how harsh the current dust economy would be.
All of this goes beyond the whole idea of the game being relatively accessible to new players. And it's a fact that a game lives or dies by how many new players join the target audience. All in all, if this were to be a thing, it needs to be a separate ladder, apart from Ranked. Otherwise, people simply can't keep up.

How about even fewer sets? Standard will only include 6 sets in the very end of the year. What about only having 4 sets and sometimes 6 but without the core set? Sure it's not f2p friendly but neither is classic :) They could even make some of the cards free for that month or give a temporary card draft to help newer players. There are tons of ways to make cards accessible for (format name) decks only and since the meta will change completely every month there will be little damage in lack of balance

Players who have accumulated large collections deserve a way to use their collections.
Core + 2 "years" seems to be a rather boring option for me because we will see A LOT of past standard decks with minor adjustments to replace cards from the next\previous year. If anything, I'd love a system that doesn't allow more than 2 sets from the same year in the same rotation.
Core plus six sets (including associated minis), rotate every 2 months.
However, some sets are going to be dead filler under this plan. A set like The Grand Tournament can't compete with the stuff that's in the meta right now. Then again, there are always a few meta-warping stand-outs, like Justicar Trueheart and Mysterious Challenger.

Not really. Sure TGT is full of filler but even commons like Living Roots or Buccaneer or Bash or Totem Golem or even Lowly Squire can be very playable in some archetypes in some decks. Of course, random 3 mana 5/2 won't see play in any combination of sets but those didn't see any play in their standard either.
