No, but it is logic to me at least, that those working on mercenaries could be working on adding more content to the core game instead
Its very likely that they hired new people to do the mercenaries stuff, if they wanted to introduce new content in the game (which they already do of course) there is zero obstacles for them to do so.

The point doesn't stand at all. They have means to hire as much workforce as they want, if something is not being done or developed its because they choose so not because they are not able. If they wanted to work more on the core game and game modes they would, instead they are working on mercenaries because clearly they see a lot more potential($$$) in that mode than in creating MORE new content for core game and game modes.

Your point doesn't stand, Mercenaries is not taking away development from traditional hearthstone, if Blizzard had some ideas how to make tons of more money with traditional hearthstone, they would be hiring more people to do both. (also i believe its important to mention, its not like they haven't been adding tons of new stuff for traditional mode - skins, mini set ,new different card packs ,more regular nerfs, decent amount of pve content with actual rewards (if thats even one pack)... of course reward track that in the end gives more gold, classic mode, i mean they been doing a lot of stuff lately compared or couple of years ago.).

Great idea but Blizz would never implement that, they would kill wild completely if they could, they cant generate money from wild. They want us to keep spending money on this dying game. That's why they came up this silly idea AKA mercenaries.

On topic, I would absolutely love such a format. At the moment, most of my collection sits there without a purpose other than remind me of past fun. A rotating format would serve deck builders and go against the quick net-decking mentality most card games suffer from. Therefore, it will not be implemented. There isn’t enough of a financial upside for Blizzard to do it.
I'd rather they didn't dedicate resources to this idea instead of mercenaries etc. BG, duels and hopefully mercs are very different to the core game and that's really good for when your hunted out or not enjoying the typical hearthstone experience.
No matter how much rotating they do, they will always have peolle complaining about the meta, it's stale etc and I don't think the interest in this idea would be high enough. I'm sure they get tons of feedback and data from focus groups, surveys etc. If they felt this was desirable and would enhance the business model then I'm sure they would have considered it.
I don't think it would be worth it, not only the initial outlay to put it all together but it would require people to update it, manage rotations, monitor metas etc and that seems like a waste of resource as well.
This seems like the kind of idea that can be community driven. Setup a thread on here or a sub in reddit etc, get a bunch of like minded people and friend each other. You can play whatever rules you like, ban whatever sets you like etc. If you can't find enough people who want to do it then it might make you realise why the devs aren't putting time into doing similar. You can effectively have games with these rules that you make and manage yourself, it doesn't need specific dev dedications and changes to the ui etc to cater a new menu.
Mercs seems really interesting and the more different types of modes there are the more I'll spend time in the hearthstone launcher. I'd usually wander awya for the second half of an expansion but now I just flick over to BG, wild, duels and I spend much more time in the app overall than I did before. Mercs will add to that I'm sure.

I imagine it would not take much more than a new brawl to set this up and also a change to the interface (where we pick format).
And there is a potential revenue for Blizzard. People crafting cards to play the format, perhaps even buying old packs (I know that is not that likely). People buying new packs instead of dusting old cards, that they rather save for this format.
I think a format like this will fare better than Classic.
They could very well implement this cool idea, AND STILL ......the very first day there will be threads made about "net deckers" and what cards need to be banned from the new format. It's the circle of Hearthstone life.
I've always thought they should stop making players pay to go into the arena. Let's face it. The majority of HS players aren't good enough deck builders to earn the required gold for arena to pay for itself. It doesn't necessarily meet the exact criteria for "Wild Block" deck design, but it does give those cerebral type players an outlet to create on the fly. While also making it impossible to create decks that would break the format. It also allows Blizzard to eliminate problem cards more easily without fear of killing an entire class.

Maybe you don't care, but I've read plenty of threads about would be "Meta Breaker" builders crying about all the people copy pasting their decks.
If they go with it, then the metas are pretty much established, unless they decide to combine the expansions in a new way. So it should not be a big issue.

Dusting cards ALWAYS works in Blizzard's favor, so it would not make sense for them to make dusting less attractive.
"Loyal players" who stop spending money (because they have a fun new mode where they can use old cards) are as useless to Blizzard as dedicated free players.

No. Not really. Players who play only standard get only free resources from dusting old cards. They get 3\4th of an expansion worth of dust on day 1 after the rotation and it is a lot. With free packs\accumulated gold it is enough to get everything on day 1 without spending anything

1) if Blizzard will do this rotating sets mode, nothing stops them from always (or almost always) having at least one standard legal set for the rotation to motivate players who play only this mode to buy a pack or be at a disadvantage
2) This kind of mode creates demand for old sets. Who will buy GvG packs in 2021? Very few players. But some may be tempted to buy a certain amount of packs should GVG enter in this mode with rotating sets.
I have a complete collection. If I decided that Wild is not for me anymore and dusted all but standard cards, then I guess I would have dust to play standard for years when combined with buying packs with gold.
If I did not dust it, because I wanted to keep the cards for a format like this, then I would continue to buy packs at every release = profit.
Well we can fix that with just a mode without any Standard expansions allowed
No standard expansions allowed is something very against Blizzard's interest, any mode which doesn't need the latest expansion is just a bad idea. But having no latest expansion isn't even necessary. Lets assume we have
TGT, GVG, Boomsday, Witchwood, Rise of Shadows, Stormwind in the rotation. Good luck building a demon quest deck out of this. Well, you can build something but it won't be strong.

Epics like Piloted Sky Golem will never see any wild play even if we'll get heavy synergy for both mechs and deathrattles - there are better options. But, for example, some GVG + Old Gods +4 other sets may want it in their N'zoth deck with Mech subtheme
Legendaries like Medivh the Guardian won't see any play in wild ever. Wild is too fast and there are many other 8 mana value options but in some combination of set with Karazhan some control big spell deck may want it
Commons like Naga Corsair can't even hope to see any play in wild but some heavy pirate synergy deck may play it if there are no better options in some 6 set combination (and if Naga Corsair is legal pirates are likely because Patches is legal, too)
