I'm not sure if it does under normal circumstances, but if a card is nerfed then the number in the achievement definitely goes down when you disenchant it.
I tried this with Varian on expansion launch. When I crafted him, the number in the collection achievement would go up, then when I disenchanted him for a full refund the number would go down. I did this three times to be absolutely sure. Though all this means is that you can't abuse dust refunds for the collection achievement, still not sure if it works for normal cards.
If you want to complete the achievement, you do need to own 135/135 of the cards at the same time. Once it's completed and you clicked on the achievement to collect the points, you can then disenchant any nerfed cards, for example.
I did this for Barrens where I decided to get the full Barrens set and disenchant Kargal afterwards during the Watchtowers nerf period.
Also know this. Even after you complete the Achievement. Any cards you dust after doing so will count against you when they release the mini set. So when the Achievement resets upon release of the new cards. You will have to recraft or recollect the cards you dusted to complete the Achievement again. Ask me how I know?
Blizzard suspended me from their forum because I ragged on them for royally fucking the Achievement process up like that. So if Collection Achievements matter to you. Your collection is essentially held hostage until after the mini set drops.

Can i dust some cards before completing it at 135/135 or if i decide to dust one card my current amount will decrease ?
