This is something that I've wanted for a very long time in this game to push diversity of decks and classes played. I know it's usually unfeasible to push an idea that forces people to do something they might not want to do or completely don't want to do. But for the health of the game I wish the was a weekly cap of 50 games with each class and the only way to play those couple dominant meta decks again is to play 50 games with all classes within the week.
I'm also heavily biased with this idea because I have every card in standard at all times so I wouldn't be punished by something like this as compared to a f2p player or someone who doesn't pump money into every expansion who may only be able to craft 1 or 2 decks so they might as well craft the competitive decks.
I'm sure in a few weeks when the meta settles down i won't be playing against 2 classes, so this might be a pretty invalid idea.

I actually think your idea is interesting, but this would definitely be an issue for F2P. Even someone like me, who does spend some money on bundles now and then, I still can't get a full collection and I'm kinda stuck with a few different classes that I can craft cards to make decks for, but it's certainly not enough to make really good decks for all classes.
Let alone someone who spends zero dollars on the game, it would be much more challenging.

Buy going the other way and incentivizing playing a certain class, you get the situation for the recent Fire Festival Quests. Everybody played the classes for the quest and you saw a ton of Shamans. Fortunately, that only lasted a short while and once the Quests completed there was no "forced" reason to play the class.
What I have found works to best if I am looking for variety is to switch game modes. There is a lot more to do in Hearthstone then Standard Constructed Ladder.

I agree that the aim is worthy. It's more fun when people are playing all the classes. Maybe instead of a punishing rule, though, there could be more incentive. More experience if you mix up the classes, bigger rewards, make rewards targeted instead of random? I'm not sure, but maybe a carrot instead of a stick would be good.
I'd much rather have the option to ban a single class that can be matched as your opponent. You can lift the ban at any time, but you can't ban another class for say, three days.
Playing multiple classes should be incentivised gently. E.g. you could have an experience cap that goes down the longer you play the same class and some rules for how long that takes. E.g. first 100 games in a month you get 100% experience for but after that it goes down to 80%. Still perfectly playable but it incentivises a switch to a different class and after some number of games with different class(es) the cap would reset.
I like the idea of nudging all these class zealots out of their comfort zones. I'm F2P since forever (fine: once a year I toss Blizz $15). I can and do run a deck in every single class. Some of them more successful than others, but still. Even Warrior and Paladin have budget-ish options. You get locked out of certain archetypes for sure--no Librams of Hope or Liadrin locks me out of the best of Paladin. But its totally do-able.
And fun.

There is literally nothing -- NOTHING -- you can do to make people move away from the "best" decks.
If they get locked out by some artificial cap, they'll just play less Hearthstone, rationing out their allotment so they can climb a little each day.
