Hey, I just ran a very approximate calculation to justify my very likely own spending :)
So up until LvL 100 it takes 155200 XP the
From there, for simplicity, it takes ~1500 XP for any new Level.
I reached something in the early 200 by the end of this expansion by playing kind more in the beginning and just the quests in the end, so probably below average.
The levels from 100-200 are ~1500*100 plus the 155200 XP up until 100, so
there's a ~300.000 XP gathered.
The difference, assuming we have 20% more XP all the time (which just happens a bit down the road) between Bonus XP and no Bonus XP is
300.000 - 300.000 * 0,8 = 60.000. So basically, we got 60.000 / 1500 (which is one level in the end) = 40. Each level is 50 Gold, so the 40 extra levels are
2000 extra Gold.
So for me, the tavern pass would be:
20€ became - 20 Packs (or 2000 Gold aka a mini expansion) - a lot(!) of hero skins - a coin skin - a free legendary (Varian)
Fair but not incredible, if skins aren't your thing, pretty amazing otherwise.
And every other 10 level you get another free pack or 100 basically on top.
In previous expansions, I think it basically comes down to "do you like the skins this time?"
The gold value, as you've demonstrated with math above, is pretty good. Like most bundles they release, it's usually better to buy those than use money on individual packs.
I think this one speaks to me, due to the skins. But the previous two did not. To each their own.

So, you are paying 20€ for something you'll need to pay 50€ in terms of money-gold. Also, this difference can be even bigger depeding on the time you spend in the game, the more you play, the more profit you'll get. There are people that reach lvl 300, even 400, imagine the value they are getting with the tavern pass...
In my opinion: 1) Do you like the skins? If so, it's worth it. 2) Do you play a lot (not only quests and 4 games per day)? If so, It's worth it.
Still way more "bang for the buck" than with the Bundles...also the cardback is way better, you get a Coin, you get a DIAMOND Legendary, the Pala alternate hero seems better than Onyxia Mage one, all for "only" 20 $. No Battlegrounds shit included, and you essentially get the Mini Set for free through the XP Boost.
If you are playing a lot, the bonus exp will translate to bonus gold. Which could be a better deal than spending money on stuff that you can get with the extra gold.
I reach aprox Lv. 200 on each pass, so I get 1000 / 1200 Gold for 20$
With that said, I get 100 Packs + Battleground Perks for 20$
By adding Battlegrounds perks you are comparing apples to oranges because its outside the rewards track. But even if you include it, doing the math and getting to lvl 200 in the Barrens would see you end with 12400 total gold on the paid track vs 10,600 on the free track. Thats 1800 gold on the paid track.
Get 4 more levels and you break even on gold with 2000. Then ad in the extras of the free legendary and other things and it puts you over.
If you sign up with Google Rewards and do a stupid short survey (5-10 seconds) most days like I do, you can get Google play rewards and get enough for the Battlegrounds perks for free each expansion

I am definitely getting more than $20 worth of cards with the extra gold provided by the XP boost.
Unless you are EXTREMELY casual -- meaning you play so little that you have no chance to make it to 100 -- it's absolutely worth it.
