I went from mostly PC to 98% mobile, I hit Diamond regularly (the only reason I dont hit Legend is because I prefer non constructed modes) and I almost never rope.
There is no reason to rope. If you're roping constantly then you're taking the game way too seriously. There are only a few scenarios in which roping makes sense and they're all late game control scenarios.
I'm the kind of person who ropes from time to time anywhere, regardless if it's Bronze 10 or top 1k legend. I don't understand the concept of "take the game too seriously". I don't have time (and talent, most likely) to be at truly competitive level, but still, if I play, I do my best to win, not only in Hearthstone, but in any game. The most common scenario when I rope is turn one with an aggro deck and good hand, when I have several options and have to plan ahead what I should do in the early game, depending on what my opponent can do, how possibility of drawing card X in the next turn or two would change the situation for me etc and there is a shortened turn timer on top of that. I want perfect decisions if it's possible, not just first looking good decisions, even if after analysis I will stick to my initial plan most of the time. To clarify, I used to play 3 hours chess games when I was a kid and even that not felt like enough time for me. Do you think I'm unique in that? I don't think so.
Behave will you. It's HS not Crusader Kings 3. Only reason to rope on 99% of occasions is purely BMing and/or mind games. While the timer is set as it is I've got no problem with people roping though, but even if they only cut the rope time in half people would have more than enough time to make the most complicated of plays. Only decks that would suffer would be the rare OTK deck that needs to play 50 cards and wait for animations.
If you perceive rope as BM and/or mind games 99% of the time it doesn't mean they actually do it for that, it means you don't respect your opponents right to spend their time thinking more than you do. If you look closely, you will see that people roping way more often when they have multiple options and/or complicated problems to solve. HS is way more complicated than you think, you just don't want to dig deeper, which is fine, but do not assume a priori that everyone who trying to find perfect solution every turn do it just to get into your head, or they often will get into your head when they not even trying or know about it.

Ok, I'll rephrase my argument to sound less condescending: "Me am dumb. Me think slow. Me see two green cards, not know which use, rope burn. Why you think me hate you? Me love everyone! Me just have my own pace". It's just a fact that most ropes are unintentional; if it was 99% intentional, it wouldn't happen once or twice per game, but every turn.

The truth is, a lot of players are not good at thinking quickly. My one Noz opponent was obviously flustered and making weird mistakes.
Forcing people to do this would be a terrible idea. Granting an optional quest one day per month is fine. If you like short turns, enjoy it when it happens. If you hate longer turns, maybe go play something like Shadowverse. I haven't played that in years, but I do seem to recall people taking fast turns.

I don't think you're unique, I think you just prove you're a bad player.
Especially since your example is "turn 1 with an aggro deck and good hand". That is the scenario in which you should never rope. All you need to do with an aggro deck is kill the opponent as fast as possible. It doesn't require rocket science level calculations.
Playing at Bronze is free wins if you have half a braincell. You don't need to think about the possibility of drawing a specific card. That's literally what bad players do. Good players play to what they have and what they can guarantee, they don't rely on RNG and craft strategies around what they *might* get.
What you're doing is overthinking things. Doing that will cause you to end up making poor decisions because you worried about something that never happened. I'm not saying you shouldn't think about your plays, but I am saying that burning the rope in most cases is counterproductive and doesn't give you a better chance to win, unless your goal is to annoy your opponent into making mistakes
You can call me a bad player as long as you want, but I clearly can't be worse than average player with my 60%+ winrate across all the modes, legend every month for years, soft infinite at arena etc. If not bad players for you like 2k players or even 10k players in the world ok, but I'm pretty sure Blizzard targeting wider audience.

That's exactly my point! Burning the rope is counterproductive for me so 15 second turns are not suitable for me, and if I had 2x more time I would rope way less.
Quite a few people complaining that they can't find opponents on ladder to finish this quest, so maybe open another quest trading thread on the forum for Nozdormu quest would be a good idea? I also complete this quest with my friend. It's easier and faster this way.

I played my three games and let blizzard build my Noz deck. I got crushed as an extremely poorly built evolving shaman. Blizzard added so many big mana cards to a meta where maybe a couple of five drops are enough.
I love Nozdormu. It's a great card and I wish it would be played more often. It's one of the best thing Blizzard has ever done to HearthStone.

Meh, why not just FORCE Nozdormu in every player's deckslots on the 15th of each month, unable to remove him from your decks for 24 hours only. Doubt that anybody would care, at least make Hearthstone a bit " funnier" for a day.
