Just noticed that u cant buy new malfurion skin by using in-game gold. Are those purchasable ones for previous skins? Or is it just because its still on sale for real money if so, can we get it after the sale is over? idk, got confused and wanted to ask if anyone knows.

To answer your question, yes, it is too new to be avaible for gold yet. It might go on gold sale next year or in 6 months. Blizzard has not been super clear on the rotation. Unless you are talking about the Fire-Druid skin, in which case it is a quest reward for the Fire Festival and you can't buy that for gold.
