Agreed. It depends entirely on what deck you're playing, who your opponent is, what the board/ health state is, how much mana you have, and what other plays you could make. There is no "best time" to play one.
This question doesn't make any sense. It absolutely depends, you always discover different stuff and there are different match-ups. If it's a tempo match-up and I happen to discover something that will gain tempo then I pick the tempo card and play whenever it's more tempo efficient but if you're playing something like Control Priest it's still very dependable, like sometimes you need something for the immedite turn and sometimes you're just planning ahead and saving a board clear you found or whatever.
The only instance where this question might be relevant is if you discover and important card for a certain match-up and you also run that card in your deck. Let's say you're playing priest and you discover a Hysteria. You should almost always play the Hysterias that you run in your deck before playing the generated one if possible. That's because a discover can be anything but your opponent more than likely knows you run 2 Hysterias (or will know most cards on your deck anyways). This basically means that if you play your discovered Hysteria your opponent still knows that you have 2 on your hand/deck and will try to play around it as much as he cans but if you play your main deck hysterias then as I said, the discovered card could be literally anything and while good players will still play around potentially good discovered cards, it's still much harder to do and to justify from the opponent's POV.
Really depends on the situation. If I'm playing my Rush Warrior deck and I'm going first then I might play Athletic Studies on turn 1 if I'm facing a Hunter or any other aggro deck purely because I know I can select the cheapest option for tempo and it won't be a bad play. If I'm facing a Spells Only Mage or a control deck then I'll sit on the card because then my discovery very much becomes dependent on a myriad of factors.
In general, every card gives something up to gain something else. Dr. Morrigan gives up stats to get the ability to create an undying board, which is great vs. hard-removals and board-clears. Discover cards are usually quite neutral when it comes to stats, but they give you value (+1 additional card) and the potential to combine the discovered card with another combo card. So I would play Discover cards mainly to outvalue control decks, which are usually very board-centric and removal focused.
When to play in a game? Totally depends on the matchup. Since it's usually quite slow to play discover cards, you should focus on playing minions vs. aggro.
Vs.Control though you might have a chance to wait for the right moment and play them later.

If I discover I play mage and I know which aoe I lack so it's fucking easy to play it.
If you play Element discover then you save that otherwise useless spell that that let's you choose a spell for 1 mana. You play 2mana girl and 2 mana elemental maybe freeze twice for 0 mana and gain 8 cards

- what do you want to do to the turn you play a discover card (gain tempo and/or value, find removal or discount a card for next turn in case of studies)

Honestly a mix of both, if my opponent has something huge on board and i have no answer only discover - I'll try and discover a solution.

(any studies card, renew , runed orb, scorpid, etc.)
